Open Council Network is an independent organisation. We report on Stockport and are not the council. About us
The ONE Stockport Health & Care Locality Board meeting scheduled for 25 September 2024 was set to cover a broad range of topics concerning the health and wellbeing of Stockport residents. Key discussions were anticipated on the council's Neighbourhood and Prevention Programme, the provision of NHS dentistry and community pharmacy services, and the findings of a Local Government Association peer review of adult social care. The meeting also planned to review the Public Health Annual Report, focusing on health inequalities within the borough.
Stockport's Neighbourhood and Prevention Programme: Thriving Places Pillar
An update was scheduled on Stockport’s Neighbourhood and Prevention Programme, specifically focusing on the Thriving Places
pillar. This pillar aims to address inequalities by ensuring neighbourhoods offer safe, clean, accessible, and connected environments with vibrant town and district centres. The report was expected to detail progress on workstreams including leisure and libraries, place management, shared drop-down spaces, a diagnostic tool for learning, and the establishment of a Thriving Neighbourhoods Service
to better meet community needs. The aim is to foster community resilience and improve outcomes by creating better places to live.
Provision and Access to NHS Dentistry and Community Pharmacy Services
The Board was scheduled to receive an update on the provision and access to NHS dental and community pharmacy services in Stockport. For dentistry, the report was expected to highlight local investment and support aimed at improving access to NHS dental practices through the Dental Access Quality Scheme, noting increased patient numbers. It was also to address contingency plans for secondary care access at Stockport NHS Foundation Trust and outline prevention activities for oral health improvement. Regarding community pharmacies, the report was to provide an overview of clinical services being delivered, including Pharmacy First, Minor Ailments Scheme, Pharmacy Contraception Services, Hypertension Case Finding Services, and Discharge Medicines Services.
Local Government Association Peer Review Feedback and Action Plan
A summary of the findings and recommendations from a Local Government Association (LGA) peer review of Stockport Council's Adult Social Care was to be presented. The report was expected to highlight successes in the service's improvement journey over the past 18 months, alongside areas requiring further development. Key messages were anticipated to focus on leadership, co-production, workforce and practice, waiting lists, and self-assessment. The full report, which links findings to the Care Quality Commission (CQC) Assessment Framework, was to be made available.
Public Health Annual Report 2023: Health Inequalities in Stockport
The Board was to be presented with the 2023 Public Health Annual Report, which focuses on health inequalities in Stockport. The report was expected to draw attention to stark disparities in health outcomes across the borough and outline how social determinants of health contribute to these inequalities. It was to present the principle of addressing health inequalities by improving everyone's health, with a proportionate approach to support based on need. The report was also to include case studies of ongoing work in Stockport and recommend actions for partner organisations to help reduce these inequalities.
Stockport Locality Performance Report
A report detailing Stockport's performance against key metrics for which the Board has responsibility was scheduled for discussion. This report, drawing data from the GM Intelligence Hub, was expected to cover Urgent Care, Elective Care, Cancer, Mental Health, Learning Disability and Autism, Primary Care and Community Services, Quality, Maternity, Screening, and Immunisations. The report aims to provide transparency on performance compared to national targets and other Greater Manchester localities, serving as a tool for system recovery.
Stockport Locality Quality Group Report
This report was intended to provide assurance and updates on the quality agenda following meetings of the Stockport Locality Quality Group (SLQG). The SLQG meets monthly to oversee the quality, safety, and performance of health and care services in Stockport. The report was expected to cover key work priorities, including an overview of a development session discussing recommendations from the Shanley report, updates on providers undergoing rapid quality reviews, details of current quality concerns being overseen, and a safeguarding update from the Integrated Care Board (ICB).
Stakeholder Briefing: Extending Medical Examiner Scrutiny to Non-Coronial Deaths
A briefing was scheduled to inform stakeholders about the extension of the statutory medical examiner service across England and Wales. From 9 September 2024, all deaths not investigated by a Coroner are legally required to be reviewed by NHS Medical Examiners before a death can be registered. The briefing was to explain the role of Medical Examiners, the changes being implemented, the reasons for these changes, and how they are expected to benefit primary care and bereaved families, including preparations made in Greater Manchester.
