Open Council Network is an independent organisation. We report on Stockport and are not the council. About us
The Cheadle Area Committee approved funding for two community groups and made recommendations regarding planning applications and traffic calming measures. The committee also received updates on local development plans and neighbourhood policing.
Ward Flexibility Funding Approved
The committee approved two applications for Ward Flexibility Funding. A grant of £40 was awarded to Come And Meet Each Other (CAMEO) to support afternoon entertainment and speakers for an event focused on topical subjects such as How to Write Life History
and Parkinson's groups. This funding was split equally between the Cheadle East & Cheadle Hulme North and Cheadle West & Gatley ward allocations.
Additionally, the Stockport Armed Forces Breakfast Club received a grant of £27.94 from each ward allocation, totalling £586.80. This funding will be used to purchase two feather flags and two pull-up banners to replace damaged ones. The purpose of these items is to attract attention from passing motorists to the location where ex-HM Armed Forces members meet, thereby helping to combat isolation and loneliness within the community. The application noted that the Armed Forces Community in Stockport numbers approximately 8,000 people, with the breakfast club having around 350 attendees, primarily aged 50 and above.
Planning Applications and Recommendations
The committee considered two planning applications. For DC/091222 at 50 Windsor Avenue, Gatley, Cheadle, Stockport, SK8 4DU, which proposed a two-storey extension to the side and rear, a part single-storey rear extension, an attic conversion with a dormer, and a porch, the committee recommended that the Planning & Highways Regulation Committee undertake a site visit. This recommendation was made due to concerns about potential overdevelopment, the massing and materials used, and the impact on the street scene and the area's character. The committee requested that the Planning & Highways Regulation Committee ultimately determine the application.
In contrast, for DC/091642 at 138 Stockport Road, Cheadle, Stockport, SK8 2DP, which sought permission for a change of use from retail (Class E(a)) to a wine bar (Sui Generis Use), the committee resolved to grant planning permission, subject to conditions outlined in the officer's report.
Traffic Calming and Road Orders
The committee reviewed objections to proposed traffic calming measures and a 20mph speed limit for A34 Scheme 1 – Gatley Road, Cheadle. They recommended that the Cabinet Member for Parks, Highways & Transport Services approve the implementation of these measures as originally advertised.
Furthermore, the committee recommended that the Cabinet Member for Parks, Highways & Transport Services approve the legal advertisement of a Traffic Regulation Order on Manchester Road, Cheadle, as part of the Integrated Transport Block Phase 2. This recommendation is subject to no objections being received within 21 days of the advertisement date, after which the order would be made.
Other Discussions and Updates
The committee received an update on the Cheadle District Centre Action Plan, noting the progress made in delivering projects and events. They also discussed priorities for allocating £5,000 of UK Shared Prosperity Fund (UKSPF) money, which will be further discussed with the Cheadle Village Partnership.
In terms of neighbourhood policing, Councillor Ian Hunter, Chair of the committee, provided an update on how Greater Manchester Police (GMP) were addressing anti-social behaviour in the centre of Cheadle. It was noted that measures taken, including the arrest of a main culprit and the issuing of banning notices, had proven effective.
The committee also discussed the Stockport Climate Action Now (CAN) Seed Fund, approving an application from Make Build Grow C.I.C for a £600 grant to support a planting project outside their shop front.
Finally, the committee nominated Pear Tree Academy, Phase 1 of the Bloor Estate, and Seashell Trust sites to be included on the list of sites to be inspected during the 2024 Annual Review of Outcomes Tour. Councillors Anna Charles-Jones, Mike Newman, Graham Greenhalgh, and Ian Hunter were nominated to attend the tour on 4 October 2024. A public question regarding the condition of public toilet facilities in Bruntwood Park was also addressed, with the Director of Place Management requested to respond in writing.
