Summary
The Cabinet of Darlington Council discussed several key issues, including the approval of the Auditor's Annual Report for 2021/22, the extension of the Household Support Fund, and the adoption of the Housing Services Asset Management Strategy and Vulnerability Policy.
Auditor's Annual Report 2021/22
The Cabinet Member with the Resources Portfolio introduced the Auditor's Annual Report for 2021/22, presented by Ernst and Young LLP (EY). The report confirmed that the Council's accounts for the year ending 31 March 2022 gave a true and fair view and that proper arrangements were in place to secure value for money. EY noted a sector-wide delay in signing off accounts, which incurred additional costs. The report was noted by the Cabinet.
Household Support Fund 2024
The Cabinet Member with the Stronger Communities Portfolio introduced a report requesting approval for the fourth extension of the Government-funded Household Support Fund (HSF) from 1 April to 30 September 2024. The programme aims to address global inflationary challenges and the rising cost of living. The Cabinet approved the proposed programme and delegated authority to the Chief Executive to amend funding pots as necessary. A delivery plan will be submitted to the Department for Work and Pensions (DWP) by 10 May 2024.
Housing Services Asset Management Strategy
The Cabinet Member with the Health and Housing Portfolio introduced the Housing Services Asset Management Strategy 2024/29. The strategy outlines how the Council will manage its housing assets to ensure they are safe, energy-efficient, and comfortable. The strategy aligns with the Regulator of Social Housing’s new Consumer Standards, effective from April 2024. The Cabinet approved the strategy.
Housing Services Vulnerability Policy
The Cabinet Member with the Health and Housing Portfolio also introduced the Housing Services Vulnerability Policy 2024/29. The policy aims to support tenants with varying needs and ensure fair and equitable treatment. The policy is part of the Council's compliance with the Regulator of Social Housing’s new Consumer Standards. The Cabinet approved the policy.
These discussions reflect the Council's ongoing efforts to ensure financial accountability, support vulnerable residents, and manage housing assets effectively.
