Open Council Network is an independent organisation. We report on Stockport and are not the council. About us
The ONE Stockport Health & Care Locality Board was scheduled to discuss a range of financial and performance reports, alongside updates on key local and regional health initiatives. A significant portion of the agenda was dedicated to the Greater Manchester (GM) Sustainability Plan, outlining strategies to address financial deficits and future demand growth within the NHS.
Greater Manchester Sustainability Plan
A substantial part of the meeting was scheduled to focus on the Greater Manchester (GM) Sustainability Plan, a comprehensive strategy designed to improve population health and the financial position of the NHS across the region. The plan details how the GM Integrated Care System (ICS) aims to address a projected deficit of £175 million, which could be compounded by approximately £600 million of additional demand. This is to be achieved through a combination of population health measures, system collaboration, and provider efficiencies, categorised under five pillars of sustainability
: Cost Improvement, System Productivity and Performance, Reducing Prevalence, Proactive Care, and Optimising Care.
The plan highlights the interconnectedness of these pillars, noting that progress in proactive care delivery may also impact on other financial drivers, such as prescribing costs.
1 It outlines a financial bridge
to address the current deficit and future demand growth, with detailed plans for the first year and assumptions for subsequent years. The strategy emphasises a shift from crisis-based responses to a preventative, proactive model of care, aiming to support people in maintaining good health within their communities.
The agenda also included a discussion on the Change NHS
initiative, a national conversation launched by the Department of Health and Social Care to develop a 10-Year Health Plan. This initiative seeks input from the public, staff, and experts to reimagine the NHS, focusing on providing more care in the community, better use of technology, and increased prevention of ill health.
Local Health and Care Programmes
Several local programmes were scheduled for discussion, including the ONE Stockport Local, Neighbourhood and Prevention Programme – Collaborative Health and Care. This initiative aims to foster collaboration in health and care services at a local level, with a focus on preventative measures.
The Stockport Age-Friendly Action Plan was also on the agenda, presenting a draft for engagement. This plan is designed to address the needs of an ageing population and promote well-being for older residents.
Updates were expected on the WorkWell - Stockport Delivery programme, which focuses on supporting the health and well-being of the local workforce.
Performance and Finance Reports
The board was scheduled to review the Locality Performance Report for September 2024, providing an overview of key performance indicators and trends across the Stockport locality. This was to be supplemented by a Finance Report for the period ending 30 September 2024 (Month 6), detailing the financial position of ONE Stockport.
Other Board Updates
The meeting was also set to receive updates from other boards, including the Pennine Care NHS Foundation Trust Strategy Refresh and the NHS Greater Manchester Sustainability Plan. Additionally, an update on NHS Fit for Future – Engagement with the public was planned, alongside a Stockport Local Quality Group Report. Flash reports were also anticipated from the Stockport Provider Partnership and the Stockport Primary Care Commissioning Committee.
The board was also scheduled to consider the appointment of an additional member, David Dolman.
