December 6, 2024 View on council websiteSummary
The meeting decided to revoke the Hackney Carriage and Private Hire Vehicle Driver's Licences of two drivers, referred to as WD184 and WD185 in the meeting minutes. Both decisions were made on the grounds of public safety because the drivers had not subscribed to the DBS update service.
Review of Hackney Carriage & Private Hire Vehicle Driver's Licence - WD184
The committee decided to revoke the licence of a driver, referred to as WD184 in the meeting minutes, with immediate effect. The driver had failed to subscribe to the Disclosure and Barring Service (DBS)1 update service, had not responded to requests from council officers to rectify the situation, and did not attend the meeting. The committee decided that this constituted a serious breach of their code of conduct and revoked the licence on the grounds of public safety.
Members felt that this was a serious breach of the Licensed Hackney Carriage Driver Code of Conduct and Members felt that in failing to comply with this, WD184’s conduct supported Members views that WD184 was not a fit and proper person to hold a licence and that there was reasonable cause to revoke the licence and to do so with immediate effect in the interests of public safety.

The DBS helps employers make safer recruitment decisions by identifying candidates who may be unsuitable for certain roles. The update service allows employers to check if there have been any changes to their employees' DBS certificates. ↩
