This meeting of the Licensing Sub Committee Hearing Panel will consider the cases of two businesses in Manchester whose licences have been reviewed. A report on each case from Manchester City Council’s Head of Planning, Building Control & Licensing is included in the agenda.
Summary Review of a Premises Licence - Zaf's Go Local, 128 Butler Street, Manchester, M4 7JJ
The licence for this business was reviewed after a visit from Trading Standards and Greater Manchester Police on 14 November 2024. The report pack contains a representation from Trading Standards that recommends the licence be revoked, saying:
Despite repeated advice, Trading Standards have continuously found non-compliant and illicit tobacco on the premises, at times deliberately concealed. The attitude of the PLH/DPS has been unco-operative and dismissive in relation to the breaches of the legislation referred to above.
The report pack also states that the Council may choose to modify the conditions of the licence, exclude the sale of alcohol, remove the designated premises supervisor, suspend the licence, or revoke the licence entirely.
Summary Review of a Premises Licence - Winston Conservative Club Hall Lane, Manchester, M23 1AQ
This licence is being reviewed after an incident of serious disorder on 16 November 2024, which the report pack describes as follows:
A male offender has then approached her and punched her to the forehead causing a small lump and bruise. At this point a male customer has tried to intervene which resulted in him being assaulted by one of the suspects. Numerous other people have become involved in a larger scale fight which resulted in a further victim suffering a broken ankle, a fractured cheek, and a bleed to the brain after being punched to the ground and then kicked to the head whilst on the floor.
The report pack states that the Council must consider whether to modify the conditions of the licence, exclude any licensable activities, remove the designated premises supervisor, suspend the licence for a period not exceeding 3 months, or revoke the licence entirely.
