The Licensing Sub-Committee of Enfield Council met on Tuesday, 7 January 2025, to conduct an expedited review of the premises licence for Drumsheds, located at 6 Glover Drive, London, N18 3HF. Following extensive deliberation and consideration of representations from the Police, the Licensing Authority, and the premises licence holder, the committee resolved to modify the existing licence conditions rather than revoke it.

The primary focus of the meeting was the expedited review of the premises licence for Drumsheds, a large entertainment venue. The review was initiated by the Metropolitan Police due to concerns about serious crime and disorder, following several serious incidents at the venue.
The Police presented evidence detailing three significant incidents occurring between October and December 2024: two drug-related fatalities and a stabbing incident. These events, coupled with concerns about drug use within the premises and the effectiveness of security measures, led the Police to apply for a summary review of the licence. The Police argued that the venue was associated with serious crime and disorder, and that a suspension of the licence was necessary to prevent further incidents and protect public safety. They highlighted that despite existing policies, drugs were being brought into the venue, leading to tragic consequences.
The premises licence holder, Nine Point Eight, along with numerous other parties, submitted representations in support of the venue. These representations emphasised the venue's commitment to safety, its positive impact on the local community and economy, and the robust measures already in place, such as thorough searches, welfare staff, and medical facilities. Many attendees shared overwhelmingly positive experiences, highlighting the venue's efforts to create a safe, inclusive, and well-managed environment. Statements were also received from notable figures in the night-time economy and music industry, underscoring Drumsheds' importance to London's cultural landscape.
The Licensing Sub-Committee, chaired by Councillor Mahym Bedekova, considered all representations. While acknowledging the seriousness of the incidents raised by the Police, the committee also took into account the extensive evidence presented by the premises licence holder demonstrating their commitment to enhancing safety measures. The committee was satisfied that the premises licence holder had shown a determination to run the venue competently and had agreed to implement further measures and collaborate with the Police.
Ultimately, the Licensing Sub-Committee resolved to modify the conditions of the premises licence rather than revoke it. The amended conditions, which were developed in consultation with the Police and the Licensing Authority, are attached to the decision notice and are effective immediately. These modifications aim to address the concerns raised and promote the licensing objectives of preventing crime and disorder, ensuring public safety, and preventing public nuisance. The committee was satisfied that the premises licence holder had demonstrated a commitment to running events at Drumsheds in a safe manner.
