The East Buckinghamshire Area Planning Committee met on 1 April 2025. The committee unanimously approved a planning application for an extension to a property in Great Missenden. They also discussed the date and time of the next meeting, with concerns raised about the impact of a proposed earlier meeting time on attendance.
Planning Application: Ladymede, Grimms Hill, Great Missenden
The committee considered application PL/25/0256/FA for Ladymede, Grimms Hill, Great Missenden, HP16 9BG. The application, submitted by Mr and Mrs Peter Martin, proposed a single-storey rear extension, alterations to a door, and a new porch.
Mike Shires introduced the application, noting that it was before the committee because the applicant is a councillor. According to the Public reports pack, the planning officer recommended conditional permission.
Councillor Isobel Darby proposed that the application be approved, noting that it was only before the committee because the applicant was an elected member, and Councillor Jane MacBean seconded the proposal. The committee voted unanimously to approve the application in line with the officer's recommendation.
The Public reports pack stated that Great Missenden Parish Council did not object to the proposal. The site is located in a Woodland Road
character typology area, characterised by large plots and mature vegetation. The proposed extension was considered modest in scale and would use materials in keeping with the existing building. The planning officer's report concluded that the development would accord with relevant Development Plan policies and would not harm the amenities of neighbouring properties.
Date and Time of Next Meeting
The committee discussed the date of the next meeting, scheduled for 10 June 2025 at 2:30 pm. Councillor Jane MacBean raised concerns about the earlier time, noting that many councillors are working people and may struggle to attend weekday meetings at 2:30 pm.
Councillor Jane MacBean: So what's going to happen, because the majority of candidates are actually working people. So, you know, I mean, we've been lucky that our meetings have been at half six, but for some of us who work, it is a stretch to get here for half six. So if we're having them at half two, I mean, you've seen it tonight, we struggle to be core at. How on earth are we going to manage this and be core at having weekday meetings at half two?
Councillor Stuart Wilson added that for a planning committee to work, good attendance is essential and that it is unfair to residents to have just a few people scraping a quorum1.
Councillor Stuart Wilson: I can see residents saying, well, I don't want those people just as they voted for something and they know nothing about it. So I think it is really important that these meetings are accessible to the members who are put on them.
Liz Hornby said she would take the comments back, and that the decision would depend on who is on the committee and who the chairman is.

Councillor Stuart Wilson thanked the Chair and the officers for their work, particularly on tougher planning applications.
