The Adult Social Services, Health and Housing Committee was scheduled to discuss the performance of L&Q Housing, receive an update on joint health overview and scrutiny committees, and review the committee's work programme. The meeting's agenda also included consideration of minutes from a previous meeting, petitions, and ward concerns.
L&Q Housing Report
The committee was scheduled to receive information on the key areas of work and performance of L&Q Housing. A report from L&Q detailed their Social Housing Improvement Plan response and progress update. The report highlighted that overall resident satisfaction for low-cost rental accommodation was 53%, and for low-cost home ownership was 31%. Key complaint themes over the past 12 months included repairs, housing management, customer service, and rent/service charges. L&Q outlined priorities including resident journey mapping, colleague training, and improving communication regarding complaints and repairs.
The report also detailed L&Q's performance against various measures. In terms of repairs, the report noted that Overall, repairs completed on target was lowest all of in this audit, but emergency repairs completed within target was higher than average.
1 It also stated that A low proportion of tenants feel they are kept informed about things that are important to them, suggesting targeted communications with tenants could be improved.
2 Regarding the Decent Homes Standard, the report indicated that 1.9% of homes did not meet this standard, and L&Q was asked to provide assurance on how this figure would be reduced. Safety compliance checks were reported as below average, with L&Q expected to provide an updated position. The report also noted a higher volume of Stage 1 complaints, suggesting a review of the complaints handling process, and higher maladministration rates (85.7% compared to the sector average of 71%).3
L&Q's response detailed a £3 billion long-term major works programme aimed at improving safety, comfort, and environmental performance, including the fitting of 48,000 new kitchens and 42,000 new bathrooms over 14 years. They are also changing their repairs service to deliver more everyday repairs more quickly, and have launched a Repairs Diagnostics Tool
called RepairFinder. The report also addressed damp and mould, stating that a dedicated internal team had been expanded and that a 15-year investment plan was in place to meet the Decent Homes Standard.
Joint Health Overview and Scrutiny Committees Update
A verbal update was scheduled to be received from members regarding the work of the North West London and South West London Joint Health Overview and Scrutiny Committees (JHOSCs).
Committee Work Programme
The committee was scheduled to consider its Work Programme for future committee business. This document outlines matters for consideration, identifies whether they are key decisions, who is taking the decision and when, and details consultation outlines and lead officers. Future items include reports from PA Housing, revenue and capital outturn monitoring, the Tenants' Champion Annual Report, and presentations from registered providers of social housing such as PA, MTVH, and RHP. The programme also includes the end-of-year performance report and refresh of the Richmond Corporate Plan, as well as quarterly monitoring reports and procurement notifications.
