The Health and Wellbeing Board met on 10 April 2025 to discuss integrated neighbourhood teams, the 20-minute neighbourhoods initiative, and learning from recent Care Quality Commission (CQC) and Local Government Association (LGA) reviews. The Board also received updates on the Joint Strategic Needs Assessment (JSNA) for work and health, and the Better Care Fund (BCF) 2025/26 plan.
Integrated Neighbourhood Teams
Dr Christopher Hilton, Chief Operating Officer at West London NHS Trust, provided an update on the Integrated Neighbourhood Teams (INTs) initiative. The report outlines a proactive approach to meeting population needs across three localities in Ealing, linking primary and public health services to build integrated neighbourhood networks. The Board noted the report, with a suggestion to receive regular updates on the initiative's progress.
20 Minute Neighbourhoods
Jennifer Peters, Assistant Director of Planning, Design & Sustainability, and Mandar Puranik, Head of Regeneration, Investment and Jobs, presented the 20 Minute Neighbourhoods report. This initiative aims to strengthen local voices, improve community cohesion, build trust and social capital, and meet diverse needs and vulnerabilities. It was clarified that the concept does not restrict movement but rather highlights local amenities within a resident's travel distance. Engagement with different groups will be facilitated through a community development panel, and the 'Your Voice, Your Town' initiative will act as an initial sounding board. Priorities will be assessed individually for each area, and the concept encompasses various modes of travel, including cycling. The Board noted the report.
CQC & LGA Review Learning
Kerry Stevens, Director in Adult Services, presented an update on the outcomes of the CQC inspection in July 2024 and the subsequent LGA review. The report was for information purposes, and Kerry Stevens addressed questions by highlighting the distribution of newsletters to service users, the opening of a 15-bed residential unit for dementia care, internal staff training on dementia, and ongoing work with 20-minute neighbourhoods and integrated neighbourhoods to support community members. Efforts are also being made to improve signposting and provide timely advice to families. The Board noted the report.
JSNA - Work and Health
Mona Sahota, Public Health Specialist, presented the Joint Strategic Needs Assessment (JSNA) on Work and Health. The report, initially started in 2019 but delayed by COVID-19, has been updated. Key findings include the potential to support employers and the significant number of working-age individuals with long-term health conditions who could be in employment. The Board noted the report.
BCF 2025/26 Plan Sign-off
Kerry Stevens also presented an update on the Better Care Fund (BCF) 2025/26 plan. The committee was informed that a plan for 2025/26 could not be signed off at this time due to ongoing disputes between Ealing Council, its NHS partners, and the Integrated Care Board (ICB). A 12-week window is allocated for reviewing the situation, followed by a 12-week mediation process. If a resolution is not reached, escalation procedures involving NHS officials will commence. The situation will be monitored, with hopes for a swift resolution. The Board noted the report.
