The Planning and Regulatory Committee - Action Under Delegation of Surrey Council were scheduled to meet on Tuesday 01 April 2025. The meeting's agenda included a summary of the decisions made by the Planning Manager under delegated powers since the committee's last meeting, as well as screening and scoping opinions issued for Environmental Impact Assessments.

Planning Manager Decisions Under Delegated Powers

The Planning Manager's decisions made under delegated powers since the last committee meeting were scheduled to be reviewed. These decisions covered a range of planning and regulatory matters across Surrey.

The report pack included details of decisions relating to Surrey County Council (SCC) proposals under Regulation 3¹. These included:

• Worplesdon Primary School: Prior approval was given for the installation of an 88KWP solar photovoltaic system on the roof of Worplesdon Primary School in Worplesdon.
• St Paul's C of E Infant School: Approval of a Construction Noise Management Plan related to a prior planning permission at St Paul's C of E Infant School in Tongham.
• Merrow Depot: A non-material amendment was approved to a prior planning permission to allow alterations to the lighting scheme at Merrow Depot in Guildford.

Other planning decisions included:

• The Squirrels: Permission was granted for a short breaks centre for adults with learning disabilities and/or autism at The Squirrels, The Horseshoe, Bolters Lane, Banstead. This was without compliance with conditions relating to a Construction Environmental Management Plan and a Habitat Management and Monitoring Plan, to allow offsite provision on an alternative site and update pre-commencement requirements.
• Reigate Fire Station: Approval of hard and soft landscaping schemes, landscape drawings and a Landscape and Ecology Management Plan at Reigate Fire Station in Reigate.
• Godstone Highway Depot: A non-material amendment was approved to increase the height of the entrance opening at Godstone Highway Depot in Godstone.
• Former Lakers Youth Centre: Approval of a Drainage Verification Report and details of an External Lighting Scheme and Landscaping at the Former Lakers Youth Centre in Woking.

Minerals and Waste Applications

The Planning Manager's decisions regarding minerals and waste applications were also scheduled to be reviewed. These included:

• Land north of Slyfield Industrial Estate: Approval of gas protection report at land to the north of Slyfield Industrial Estate in Guildford.
• Seale Lodge Landfill Site: A non-material amendment was approved to update fencing details at Seale Lodge Landfill Site in Farnham.
• Land to the north east of Slyfield Industrial Estate: A non-material amendment was approved to enable weekend working for the construction of buried pipework and ducting in the new Sewage Treatment Works (STW) at land to the north east of Slyfield Industrial Estate in Guildford.
• Tapwood Quarry: Permission was granted for the retention and use of structures and an existing hardstanding area associated with the approved water-based recreation afteruse of the former silica sand quarry at Tapwood Quarry in Buckland.
• Homers Farm: A non-material amendment was approved for the retention of the access on Short Lane at Homers Farm in Staines.
• Land adjoining Willetts Cottage: Permission was granted for a change of use from waste management facility for the recycling of mixed construction and demolition waste to waste management facility for the recycling of mixed construction and demolition waste and B8: Storage or distribution including the storage of building supplies (sui generis) at land adjoining Willetts Cottage in Horne, South Godstone.
• Land at Hathersham Lane: A Certificate of Lawful Existing Use or Development (CLEUD) was refused for the use of land for aggregate recycling, including the importation and processing of Construction, Demolition and Excavation waste with ancillary scrap metal processing at land at Hathersham Lane in Smallfield.
• Land at Runfold South Quarry: A non-material amendment was approved to remove the words 'until 31 December 2040' from the description of development at Runfold South Quarry in Farnham.

Environmental Impact Assessment - Screening and Scoping Opinions Issued

The committee were scheduled to note the screening and scoping opinions issued regarding Environmental Impact Assessments (EIAs). One such opinion was issued for:

• Sunnyacres Nursery and Land at Hookwood Waste Management Centre: A determination was made that an EIA was not required for two Section 73 applications relating to Sunnyacres Nursery and Land at Hookwood Waste Management Centre. The applications concerned the removal or variation of planning conditions related to a soil, sand and timber recovery processing facility and the erection of new plant and machinery at an existing materials recovery facility.
