Open Council Network is an independent organisation. We report on Stockport and are not the council. About us
The Planning & Highways Regulation Committee of Stockport Council met on Thursday 1 May 2025 to consider several development applications and review planning appeals and enforcement actions. The committee conducted site visits to two proposed development locations and made no recommendations for either. Decisions were made on three development applications, with two being granted planning permission subject to conditions and Section 106 agreements, and one being granted planning permission subject to conditions. The committee also noted a report on planning appeals, enforcement appeals, and enforcement notices.
Site Visits
The committee undertook site visits to two locations to inform their decision-making on related development applications.
2A Montrose Avenue, Woodsmoor, Stockport
Members visited the site at 2A Montrose Avenue to consider the demolition of an existing bungalow and garages, and the erection of two detached dormer bungalow dwelling houses. During the visit, councillors discussed the proposed property boundaries, the applicant's control over the land, and the separation distances between proposed properties. They also noted the demolition of existing structures and the provision of off-road parking and amenity space. Following the visit, the committee resolved to make no recommendation regarding this application.
Land/Field between Plucksbridge Road/Barlow Wood Drive, Strines, Stockport
The committee also visited the land located between Plucksbridge Road and Barlow Wood Drive to assess the material change of use of the land from agricultural to recreational, comprising a private use BMX/mountain bike track with associated earthworks and ramp structures. Concerns were raised by neighbouring residents regarding potential noise disturbance from frequent and high-volume use of the track. The committee noted that the proposal was for private use, not commercial, and that health and safety concerns were not relevant to the planning process for private recreational use. They also acknowledged that the current lawful use is agricultural, which can also be associated with noise and disturbance. The committee resolved to make no recommendation for this application.
Development Applications
The committee considered several development applications, with decisions made on three of them.
Land East of Hopes Carr, Stockport (DC/090690)
The committee granted planning permission for the proposed site clearance, demolition, and construction of 106 residential apartments at Land East of Hopes Carr. This permission is subject to the applicant entering into a Section 106 agreement to secure contributions for a Loading Only
Traffic Regulation Order, compensation for the loss of on-street parking bays, an offsite biodiversity net gain contribution, a late-stage viability review for affordable housing, education, and public open space provision and management, and a monitoring and management fee.
198 Buxton Road, Great Moor, Stockport (DC/091409)
Planning permission was granted for the conversion of the existing bed and breakfast property at 198 Buxton Road, into 5 self-contained flats. This permission is subject to the imposition of conditions.
2A Montrose Avenue, Woodsmoor, Stockport (DC/093676)
The committee granted planning permission for the demolition of the existing bungalow and garages, and the erection of two detached dormer bungalow dwelling houses at 2A Montrose Avenue. This permission is subject to the imposition of conditions and the applicant entering into a Section 106 agreement to secure open space contributions.
