Summary
The Leicester City Council meeting on 15 May 2025 included the election of the Lord Mayor and other ceremonial roles, and the establishment of scrutiny and regulatory committees. Councillors were also scheduled to discuss the annual calendar of meetings for the upcoming year.
Establishment of Scrutiny and Regulatory Committees
The council was scheduled to discuss the establishment of various committees and boards for the 2025/26 municipal year. According to the Public reports pack Thursday 15-May-2025 17.15 Council, these committees and boards are appointed to deal with matters that are neither reserved to the council nor are cabinet functions.
The report pack included a recommendation to establish the following scrutiny commissions1 and committees:
- Overview Select Committee
- Adult Social Care Scrutiny Commission
- Children, Young People and Education Scrutiny Commission
- Culture and Neighbourhoods Scrutiny Commission
- Economic Development, Transport and Climate Emergency Scrutiny Commission
- Housing Scrutiny Commission
- Public Health and Health Integration Scrutiny Commission
- Governance and Audit Committee
- Health and Wellbeing Board
- Standards Committee
- Planning and Development Control Committee
- Licensing and Public Safety Committee
- Licensing Sub-Committees
The size and composition of each committee, including the allocation of seats to different political groups, was detailed in AGM Committees report 25-26 final. The Public reports pack Thursday 15-May-2025 17.15 Council noted that political balance rules have been applied in the allocation of seats, reflecting the relative size of each political group within the council.
The report pack also indicated that the terms of reference for the Governance and Audit Committee and the Health and Wellbeing Board were scheduled to be amended. The proposed changes to the Governance and Audit Committee's terms of reference included:
- Updating the language regarding the review of internal audit services to include both appointment of external providers and the broader delivery of services.
- Adding a clause to note issues and recommendations identified by the External Auditor related to the council's claims and returns.
For the Health and Wellbeing Board, a new line was scheduled to be added to state a responsibility to:
“Oversee the function and outcomes delivered by the Leicester Integrated Health and Care Group, which is a subgroup of the Health & Wellbeing Board.”
Annual Calendar of Meetings
The council was scheduled to discuss and approve the annual calendar of meetings for the 2025/26 municipal year. The Public reports pack Thursday 15-May-2025 17.15 Council stated that the calendar was designed to accommodate all known formal meetings and balance them throughout the year. Further amendments could be made at the committee level, subject to the council's procedures. The Annual calendar of meetings 2025-26 included a list of meeting dates for various committees and boards, including:
