Here is a summary of the items scheduled for discussion at the Licensing Panel D meeting on 15 May 2025. The agenda includes the election of a chair, agreement on procedure rules for remote meetings, and several licensing applications. The panel will consider applications to vary premises licences for Monarchy and the Wheatsheaf, as well as a new premises licence application for WNGZ Camden.
Monarchy, 40-42 Chalk Farm Road
An application has been submitted by Bad Girls Hotel Limited t/a The Imperial Palace of Big Red to vary the premises licence for Monarchy, 40-42 Chalk Farm Road, London, NW1 8BG. The applicant is seeking to extend the hours for recorded music and the sale of alcohol. The proposed hours are:
- Monday to Thursday: 10:00 until 01:30
- Friday and Saturday: 10:00 until 02:30
The premises opening hours would also be extended to:
- Monday to Thursday: 10:00 until 02:00
- Friday and Saturday: 10:00 until 03:00
The report pack notes that the venue is located within the Camden Town cumulative impact area1, where there is a presumption to refuse new applications or variations.
Three representations have been made regarding the application, from the Licensing Authority and two residents' associations, citing concerns about:
- Public nuisance
- Crime and disorder
- Public safety
The applicant has operated under temporary event notices (TENs) since October 2024, and has included a written submission, as well as letters of support from Myths & Flames and My Village Haw Raman Café.
WNGZ Camden, 11 Kentish Town Road
SCR Fast Food Ltd has applied for a new premises licence for WNGZ Camden, located at 11 Kentish Town Road. The application is for late night refreshment and the proposed hours are:
- Monday to Thursday: 23:00 - 00:00
- Friday to Sunday: 23:00 - 02:00
The proposed opening hours are:
- Monday to Thursday: 12:30 - 00:00
- Friday to Sunday: 12:30 - 02:00
The premises is situated in the Camden Town cumulative impact policy area.
Two representations were received, from the Licensing Authority and TRACT, citing concerns about crime and disorder, public safety and public nuisance.
The applicant has agreed to conditions requested by the police and environmental health, including that no customers are allowed in the venue from 00:30 on Friday and Saturday, and deliveries only are permitted after this time.
Wheatsheaf, 25 Rathbone Place
Mitchells & Butlers Leisure Retail Limited has applied to vary the premises licence for the Wheatsheaf, located at 25 Rathbone Place. The application includes changes to the internal layout, an extension of hours on Friday and Saturday, and the addition of late night refreshment.
The applicant is seeking to:
- Amend the hours for the sale of alcohol and recorded music on Fridays and Saturdays from 10:00-23:00 to 10:00-midnight.
- Permit late night refreshment from 23:00 to midnight on Fridays and Saturdays.
- Amend the opening hours on Fridays and Saturdays from 10:00-23:20 to 10:00-00:20.
- Remove embedded conditions 15, 16 and 18.
- Add additional conditions requested by the police.
One representation has been received from a local resident, citing concerns about crime and disorder, public safety and public nuisance.
Following discussions with the Charlotte Street Association, the applicant has agreed to additional conditions, including no consumption of alcohol outside on Fridays and Saturdays after 23:00, and operating the 'Ask for Angela' scheme2.
The applicant has also produced an external management plan, and the representation relates solely to the extension of hours.
Other Items
The panel will also elect a chair for the 2025/26 municipal year, and agree the procedure rules for remote meetings held under the Licensing Act 2003. They will note the terms of reference of Licensing Panels, and approve the minutes of the meeting held on 30 January 2025.
