Summary
The Cabinet of Hastings Council discussed several key issues, including financial monitoring, updates on government funding initiatives, and progress on climate change actions. Decisions were made on the procurement of gas contracts and the acceptance of various funding offers.
Financial Monitoring Report
Chief Finance Officer Kit Wheeler presented a report summarising the financial outturn position for services at the end of January 2024. The report indicated a stabilising financial position with a decrease in overspend. The Housing savings figure moved from amber to red due to budget discussions. The Cabinet resolved to note the report's contents and the actions within the conclusion and management action section.
Update on Various Key Government External Initiatives
Deputy Chief Executive Victoria Conheady provided updates on seven confirmed external funding initiatives, totalling approximately £70.7 million. The initiatives have varying timelines for delivery, with the longest extending to 2034. Hastings has been selected by the Department for Levelling Up, Housing and Communities to receive £20 million for town regeneration over ten years. A new Hastings Board will be created to focus on the fund's key themes. The Cabinet resolved to act as the accountable body for the Levelling Up Partnership programme and the Long-Term Plan for Towns programmes, among other actions.
Climate Change Progress Update
Senior Programmes Manager Sam Phyall updated the Cabinet on progress against the updated Climate Change Strategy and Action Plan. The report covered actions from November 2022 to November 2023. The Cabinet acknowledged the progress made, the new monitoring of performance, and the need for collaborative working with service areas and wider partners.
Energy Procurement - Gas Contract 2024
The Cabinet discussed the procurement route for gas supplied to council-owned buildings from 1 October 2024. The decision was made to change from the Laser Framework to eEnergy and to explore the option of a green gas contract if financially viable. The Cabinet delegated authority to the Chief Finance Officer to finalise the agreements.
Public Question Time
During the public question time, various issues were raised:
- A member of the public inquired about how young people can contribute to the climate strategy. Councillor Hilton suggested themed conversations throughout the town.
- Councillor Foster asked for an update on the landslip at Old Roar Ghyll. Councillor Hilton mentioned that a surveyor had visited the site and a follow-up meeting was due.
- Councillor Beaney inquired about the maintenance of beach huts at West Marina. Councillor Hilton noted that some locks had been replaced, but redecorating was still outstanding.
- Councillor Collins asked if beach hut tenants could undertake maintenance themselves. Councillor Hilton and Councillor Willis discussed the need for consistency in maintenance.
- A member of the public questioned the erection of fences around the Roman Bath at Summerfields without listed building consent. Councillor Hilton promised a written response.
- Another member of the public asked if the sale of St Mary in the Castle would improve the budget position. Councillor Hilton replied that there was no clear route to selling or leasing the property.
