The Licensing Sub-Committee (6) of Westminster Council met on Thursday 29 May 2025 to consider several licensing applications. The committee approved the relocation of a street trading pitch, granted a new premises licence for a restaurant in Dean Street with amended hours and conditions, and approved a new premises licence for a tapas restaurant in Chiltern Street with revised operating hours and additional conditions. Finally, a new premises licence was granted for a 24-hour convenience store on Broadway, with specific conditions regarding the sale of alcohol and late-night refreshments.
Rescinding Designation for Pitch 1724, North Audley Street and Designating New Location for Isolated Pitch 1724 Oxford Street
The committee approved the variation of a designating resolution to rescind the street trading designation for Pitch 1724 on North Audley Street and establish a new designation for Pitch 1724 on Oxford Street. This change was necessitated by the installation of a CCTV cabinet in the original location, making it unsuitable for trading. The new location, outside Marks and Spencer on Oxford Street, was supported by the licence holder and the West End Street Trading Association, with no objections received.
13-14 Dean Street, London, W1D 3RS
A new premises licence was granted for a restaurant at 13-14 Dean Street, London, W1D 3RS. The application, made by Super 10 Restaurants Ltd, was for the sale of alcohol and late-night refreshment, with proposed hours extending beyond core hours. While the Soho Society raised concerns about cumulative impact and noise, and an individual resident objected, numerous representations were received in support of the application. The committee noted the applicant's strong reputation as an independent Soho business and their commitment to responsible operation. The licence was granted with conditions, including the premises operating solely as a restaurant, with alcohol sales ancillary to substantial table meals, and specific restrictions on deliveries and waste management. The proposed hours for late-night refreshment were set from 23:00 to 23:30 Monday to Thursday, and 23:00 to 00:00 on Fridays and Saturdays, with alcohol sales permitted until 23:30 Monday to Thursday, and midnight on Fridays and Saturdays. Opening hours were set until 00:00 Monday to Thursday and 00:30 on Fridays and Saturdays.
40-42 Chiltern Street, London, W1U 7QN
A new premises licence was granted for a tapas restaurant and wine bar at 40-42 Chiltern Street, London, W1U 7QN. The application, made by The Portman Estate Nominees (One) Limited and The Portman Estate Nominees (Two) Limited, initially sought extended hours and recorded music. However, following representations from residents, the Marylebone Association, and Ward Councillors, the applicant agreed to several amendments. These included the removal of recorded music (except for New Year's Eve), a reduction in operating hours to align more closely with core hours, and the addition of several new conditions. These conditions addressed concerns about noise from outside dining, deliveries, and waste management. The licence permits the sale of alcohol and late-night refreshment, with recorded music only permitted on New Year's Eve. Opening hours were set until 23:30 Monday to Saturday and 23:00 on Sundays. Alcohol sales are permitted until 23:00 Monday to Saturday and 22:30 on Sundays.
1A Broadway, London, SW1H 0AZ
A new premises licence was granted for a 24-hour convenience store at 1A Broadway, London, SW1H 0AZ. The application, made by All Good Convenience (Broadway) Limited, sought permission for the sale of alcohol off the premises and late-night refreshment. Environmental Health Services initially raised concerns about potential public nuisance and impact on public safety, but withdrew their representation after conditions were agreed. Objections were received from a resident and the Queen Anne's Gate Residents Association, primarily concerning the sale of alcohol and late-night refreshment hours, and potential anti-social behaviour and littering. The committee granted the licence with a range of conditions, including CCTV, age verification, restrictions on the sale of certain alcohol products, and measures to prevent litter. Late-night refreshment is permitted between 23:00 and 05:00 daily, with alcohol sales permitted from 08:00 to 23:00 Monday to Saturday and 09:00 to 22:30 on Sundays. The premises will be open 24 hours a day.
