The Licensing (Hearings) Sub-Committee was scheduled to meet to discuss a variation to an existing premises licence, and to confirm the minutes of a previous meeting. The meeting was due to be held at City Hall. Councillors Dr Susan Barton, Councillor Stephen Bonham, and Councillor Yogesh Chauhan were scheduled to attend.
3 Little Birds Restaurant Ltd, 40a-42 Hinckley Road, Leicester LE3 0RB
The Sub-Committee was scheduled to discuss an application for a variation of an existing premises licence for 3 Little Birds Restaurant Ltd at 40a-42 Hinckley Road, Leicester, LE3 0RB.
The report pack states that the application, received on 10 April 2024, requests permission to extend licensable activities, including recorded music, late night refreshment, and the sale of alcohol, until 2am on Sundays before a bank holiday, Boxing Day, and New Year’s Eve.
The report pack notes that two representations were received from members of the public, both relating to the prevention of public nuisance.
The representee is concerned that any increased hours will add to the existing noise issues from the music’s bass beat. Additionally, as the rear door is often left open noise can be heard from bottles being thrown into a skip. People leaving the premises often make excessive noise. They also pointed out that there is strict planning permission (hours) in place already for these premises which is regularly breached.
A copy of the representation is attached at Appendix C1.
The second representation also raised concerns about noise nuisance if hours were extended.
The report pack included a list of conditions consistent with the operating schedule, including:
- Staff training and a zero-tolerance policy
- Safety checks, trained staff, clear exits
- Noise control, quiet signage, waste management
- Challenge 251, ID checks and no underage entry
- A high-quality CCTV system
Minutes of the Previous Meeting
The Sub-Committee was scheduled to confirm the minutes of the previous meeting held on 28 April 2025 as a correct record. The minutes include discussion of:
- An application for a new premises licence for Dosti Pan Centre & Off Licence, 2C Uppingham Road, Leicester. The Sub-Committee agreed to grant the application subject to conditions consistent with the Operating Schedule. The report pack notes that 75 identical representations were received from members of the public objecting to the application between 7 March and 3 April 2025. The representations related to all four licensing objectives2. The report pack also notes that 100 identical representations were received from members of the public supporting the application.
- An application for a new premises licence for Uncle J's Kitchen, 166 Evington Road, Leicester. The Sub-Committee agreed to refuse the application. The report pack notes that representations were received from Planning, a member of the public, the Evington Road Neighbourhood Association, and the Police.
