Marlborough Area Board - Tuesday 3 June 2025 7.00 pm

The Marlborough Area Board met to discuss community updates, grant applications, and strategic priorities for the coming year. The board agreed to cap community area grants at £3,000 to support a wider range of projects and approved funding for Winterbourne Monkton Community Hall, the Jubilee Centre, Marlborough Community Orchard, and Marlborough Area Poverty Action Group. Councillor James Sheppard was appointed as the Area Board's environment lead, and Councillor Jane Davies will continue as the lead for health and wellbeing and as the representative on the Avebury World Heritage Site Steering Committee.
Grant Awards
The Marlborough Area Board approved several grant applications, with a guideline in place to cap each community area grant at £3,000.
- Winterbourne Monkton Community Hall was awarded £925 for kitchen refurbishment. Andrew George-Perutz spoke in support of the project, highlighting the hall's frequent use and the need for improved facilities.
- The Jubilee Centre in Marlborough received £3,000 for kitchen refurbishment. Ann Hancock from the Jubilee Centre explained that they provide food for vulnerable adults at their day centre. Councillor Jane Davies, Chair of Marlborough Area Board, did not speak or vote on the application due to her role on the management committee of the Jubilee Centre.
- Marlborough Community Orchard, through Transition Marlborough, was granted £3,000 for interpretive signage. Milly from the Community Orchard stated that the funding would help raise awareness about the project's various planting sites in the town.
- Marlborough Area Poverty Action Group was awarded £1,568 for summer outings. The applicant explained that 45 adults had benefited from the trips the previous year.
The Area Board also noted the following funding awards which had been made between meetings under the Strategic Engagement and Partnerships Manager (SEPM) Delegated Funding Process, due to a matter of urgency:
- Marlborough Area Youth Forum were awarded £643 (Youth Funding)
- The Merchant's House Marlborough Trust were awarded £500 towards visitor experience improvements (Community Area Grant)
- The Jubilee Centre was awarded £500 towards kitchen equipment refurbishment (Community Area Grant)
Community Air Network
Councillor Jane Davies explained that the Wiltshire Community Air Network is a citizen science project designed to monitor levels of very fine particulates (PM2.51) across the county. She encouraged interested residents to apply for a monitoring station by contacting CommunityAirNetwork@wiltshire.gov.uk, noting that data gathered would inform Wiltshire's next Air Quality Strategy.
Partner Updates
- Wiltshire Police: Inspector Simon Garrett provided an update on crime statistics, noting a slight rise in violent offences attributed to improved crime recording practices. He highlighted successful prosecutions for shoplifting and detailed speed enforcement activities.
- Kennet and Avon Medical Partnership (KAMP): Suzy Deering, Communications Manager at KAMP, along with Danielle, Team Leader of the Patient Navigator Team and Joanne, Deputy Leader of the Patient Navigator Team, explained the role of patient navigators in signposting patients to appropriate services. They highlighted the efficiency of their call handling and the navigators' role in directing patients to the most appropriate services.
- Marlborough Health and Wellbeing Group: Jill Turner, Chair of Marlborough Health and Wellbeing Group, reported on a successful networking event and previewed upcoming events, including one coinciding with the reopening of Marlborough Leisure Centre.
Area Board Priorities
The Area Board discussed its priorities for the coming year:
- Councillor James Sheppard was appointed as the Area Board's environment lead.
- Councillor Jane Davies will continue as the lead member for health and wellbeing and as its representative on Marlborough Health and Wellbeing Group.
- Councillor Davies will also continue as the Area Board's representative on the Avebury World Heritage Site Steering Committee.
VCSE Framework
The Strategic Engagement and Partnerships Manager (SEPM), Andrew Jack, updated the Area Board on efforts to strengthen the partnership between Wiltshire Council and the Voluntary, Community and Social Enterprise Sector (VCSE). He encouraged local organisations to complete a survey and provide feedback to help shape the new framework.
Local Highway and Footway Improvement Group (LHFIG)
The Vice-Chairman gave a brief update on the previous meeting of the Local Highway and Footway Improvement Group (LHFIG), noting that no financial decisions had been made.
SEND Fest 2025
The Chairman reported that there would be a festival on 20 September at the Wiltshire Music Centre for young people with Special Educational Needs and Disabilities (SEND). She encouraged local businesses or organisations interested in sponsoring the event to contact voice@wiltshire.gov.uk.
