Councillor Sarah Williams, Cabinet Member for Housing and Planning, approved a contract for kitchen and bathroom modernisation works across the borough after the original contractor pulled out. The contract, worth £4.8 million, was awarded to Contractor 'L' to continue the planned upgrades to around 300 homes. A letter of intent, authorising up to £480,000 of expenditure, was also approved to allow the contractor to secure their supply chain.
Borough Wide Kitchen & Bathroom Modernisation & Associated Works (2025-2027)
Councillor Sarah Williams approved the award of a Measured Term Contract (MTC) to Contractor 'L' for kitchen and bathroom renewals and associated works in council homes across the borough. The contract is for a maximum of £4.8 million over two years, with the option to extend for a further year. She also approved the issuing of a letter of intent to Contractor 'L' for up to £480,000, and professional fees of £443,302.
The original contract was awarded to Contractor 'D' in July 2024, but they terminated the agreement in March 2025. To avoid delays to the modernisation programme, the contract was offered to Contractor 'L', the second-highest scoring bidder from the original tendering process.
The council aims to bring all of its housing stock up to the Decent Homes Standard1 by 2028, as outlined in the Housing Asset Management Strategy 2023-2028. The modernisation works are considered essential to meeting this target, providing residents with modern facilities, and reducing repair costs.
The report considered the option of re-tendering the project, but this was rejected due to the potential for a less favourable financial outcome and further delays. The option of not undertaking the work was also considered, but this was rejected because it would prevent Haringey from achieving its Asset Management Strategy objectives, increase repair costs, and potentially lead to resident dissatisfaction.
The tender evaluation process was based on 60% price, 30% quality, and 10% social value.
The report noted that:
Properties within this scheme will include homes that have been identified as requiring modernisation of facilities due to old age, inadequate space or layout and, are subject to a detailed validation survey. The project will enable works to commence and contribute to properties being brought up to the Decent Homes Standard whilst also alleviating the pressure on repairs maintenance and servicing costs.
The council sent newsletters to residents in December 2023 and January 2024 to inform them about the upcoming validation surveys. Further consultation will be carried out to confirm residents' choices for kitchen and bathroom finishes, and to provide information about timescales. Dedicated Resident Liaison Officers will be provided by both the contractor and Haringey Council.
The report also noted that some of the properties are within conservation areas2, but because the works will be carried out within the internal areas of the dwellings no conservation area conditions are applicable.
The contract was procured through the London Construction Programme's (LCP's) Adam Procure Dynamic Purchasing System (DPS) under the Minor Works Category.
