Summary
Licensing Panel D met to discuss new and varied premises licences, agreeing to grant a new licence to Urban Chocolatier, and to vary the licence of Domino's Pizza, while an application to transfer the licence of Sican was adjourned. Councillors Matt Cooper and Matthew Kirk were present at the remote meeting.
Urban Chocolatier, 273-275 Kentish Town Road, London NW5 2LP
The panel approved a new premises licence for Urban Chocolatier for late night refreshment until 1am for customers dining in, and until 2am for deliveries.
The licensing officer noted that the applicant had agreed to 10 additional conditions requested by the police. Seven representations had been received from a local councillor, three residents' associations and three residents. The licensing objectives, including public safety, prevention of public nuisance, prevention of crime and disorder and the protection of children from harm, were engaged by the application.
Kate Gemmell of TRACT, also speaking on behalf of Caroline Hill of Kentish Town Residents Association (KTRA) and Rosemary Lewin of Kelly Street Residents' Association, raised concerns about delivery drivers congregating outside, causing public nuisance and anti-social behaviour, as well as increased night-time traffic and noise.
David Dadds, the applicant's solicitor, said that the agreed conditions were there to alleviate residents' concerns and to prevent public nuisance. He said that the business would manage any issues related to public nuisance, including providing facilities for delivery drivers and ensuring that customers did not cause disturbances outside the venue.
The panel granted the application with three additional conditions:
- Delivery drivers must have access to facilities inside.
- The venue must remain a dessert shop and not change to a takeaway selling hot food like kebabs or pizza.
- All front of house staff shall be trained in Welfare and Vulnerability Engagement (WAVE),

Domino's Pizza, 194 Kentish Town Road NW5 2AE
The panel approved a variation to the premises licence for Domino's Pizza to extend delivery hours.
The licensing officer said that the application was for late night refreshment, and that two representations had been received, from a local ward councillor and a resident association. The applicant had agreed to a further condition, that the premises shall only use electric mopeds for deliveries.
Rosemary Lewin, interested party, speaking on behalf of Kelly Street Residents' Association, said that residents would still get disturbed at night even by electric delivery vehicles.
Hildigar Cameron, the applicant's agent, said that the application was to extend the time by 30 minutes for delivery only, and that the applicant was willing to adhere to any conditions the Panel considered necessary to add to the licence.
The panel decided to grant the application with two additional conditions:
