The Cheadle Area Committee considered several funding applications, traffic regulation orders, and the annual report for the Brookfield Park Shiers Family Trust. Ward Flexibility Funding Applications

Applications for Ward Flexibility Funding were considered. These included a request from St Catherine's Church in Heald Green for £1,000 towards the installation of an external defibrillator; a request from St James Parish Church, Gatley, for £600 for a copier and printer to support its community activities; and a request from Odyssey Art Academy for £230 to host acting workshops aimed at empowering individuals from marginalised or vulnerable backgrounds. Funding for Odyssey Art Academy was proposed to be allocated from Cheadle East & Cheadle Hulme North, Cheadle West & Gatley, and Heald Green ward budgets.

Park Use Application

An application from Bruntwood Park BMX Club to host their annual North Regional Race at the Bruntwood Park BMX Track on 7 September 2025 was considered. The event organiser would be required to provide all necessary paperwork, including licences and insurance, at least two weeks prior to the event.

Traffic Regulation Orders

The implementation of 'No Waiting at Any Time' restrictions on Lavington Avenue and St Davids Road in Cheadle was considered, in response to concerns from residents about displaced parking. The necessity of the restrictions to improve visibility at junctions, in line with The Highway Code, was noted.

The committee was asked to recommend that the Cabinet Member for Parks, Highways & Transport Services approve the introduction of a Resident Permit Parking Scheme on Cromer Road, Cheadle, notwithstanding objections. Consultations indicated a 50/50 split in support, with a majority of residents without off-road parking favouring the scheme.

Furthermore, the committee was asked to recommend that the Cabinet Member approve the proposed Traffic Regulation Order (TRO) for Manchester Road, Cheadle, including a Toucan crossing and traffic calming measures. Objections were raised by a local car dealership regarding the impact of peak-time loading restrictions on deliveries, and by a pub concerning the proposed location of the Toucan crossing. Officers proposed minor amendments to the crossing's location and the controlled area to allow for deliveries outside of peak hours, and noted the scheme's importance for maintaining traffic flow and supporting the new Cheadle Rail Station.

Brookfield Park Shiers Family Trust Annual Report

The contents of the Brookfield Park Shiers Family Trust Annual Report for 2024/25 were noted. The report detailed a net decrease of £29,624 in the Trust's value over the year, resulting in a total value of £357,902 as at 31 March 2025. The Trust was reported to be in deficit by £3,832 in real terms against its original bequest. The committee was asked to formally adopt the financial accounts and agree not to make funding available for distribution from the Trust during 2025/26 due to this deficit. Current investment policies, aimed at maintaining the Trust's value in real terms and reinvesting dividends, were to continue. Regular updates on the Trust's position were to be provided.

Area Committee Ward Highway Spokespersons

Nominations for Ward Spokespersons to consult with the Director of Place Management on highway maintenance and traffic management matters were considered. Councillor Mike Newman and Councillor David Meller were nominated for Cheadle East & Cheadle Hulme North, Councillor Carole McCann for Heald Green, and Councillor Graham Greenhalgh for Cheadle West & Gatley.
