The Fraud and Cyber Crime Reporting and Analysis Service Procurement Committee met to elect a chair and deputy chair, and to discuss the Fraud and Cyber Crime Reporting and Analysis Service. The committee was also scheduled to discuss a motion to exclude the public from part of the meeting.
Fraud and Cyber Crime Reporting and Analysis Service
The committee was scheduled to receive a report from the Commissioner regarding the Fraud and Cyber Crime Reporting and Analysis Service (FCCRAS). The FCCRAS is intended to be the next generation service, replacing Action Fraud, the national fraud reporting service. The City of London Police are the national lead force for fraud1.
The report pack included a report of action taken by the Town Clerk, regarding proposed amendments to the terms of reference of the Fraud and Cyber Crime Reporting and Analysis Service Procurement Committee. The report noted that:
At the Court's meeting in April 2025, a Member raised a query with regards to the membership of this committee, specifically the demands on some of the ex-officio Members and asked that consideration be given to a change to allow for ex-officio Members to nominate a representative for each of the Committee's represented in the membership of the FFCRASP Committee.
The report outlined three options for the members to consider:
- Maintain the current governance arrangements.
- Amend the committee's terms of reference to include a 'representative' for the committees which are represented.
- Consider the potential early transfer of the project to the City of London Police Authority Board.
The Town Clerk, in consultation with the Chairman and Deputy Chairman of Fraud and Cyber Crime Reporting and Analysis Service Procurement Committee, recommended agreeing to option 2, to alter the Fraud and Cyber Crime Reporting and Analysis Service Procurement Committee's Terms of Reference to include the addition of a nominee for each committee that is represented in the membership.
The report stated that the reason this decision was being made with urgency was because the Fraud and Cyber Crime Reporting and Analysis Service Procurement Committee was not due to meet until 10 July 2025, and approval to implement these changes were required by this committee, the Policy and Resources Committee and finally by the Court of Common Council. The Policy and Resources Committee was due to meet on 3 July, before this committee.
Exclusion of the public
The committee was scheduled to consider a motion to exclude the public from the meeting, as some of the items on the agenda involved the likely disclosure of exempt information as defined in Part I of Schedule 12A of the Local Government Act 19722.

The committee was scheduled to:
- Elect a chairman and deputy chairman.
- Approve the public minutes and non-public summary of the meeting held on 22 January 20253.
- Receive the Order of the Court of Common Council dated 25 April 2025, appointing the committee and setting its terms of reference4.
- Receive a report of action taken by the Town Clerk.
