The Regulatory - Planning Committee was scheduled to meet on 14 July 2025 to discuss a planning application for a new haul road at Grange Mill Quarry, as well as updates on current enforcement actions, appeals, and matters determined under delegated powers.

Grange Mill Quarry Haul Road

The committee was scheduled to consider a planning application for the creation of a new haul road at Land East of Grange Mill Quarry, Grangemill, near Wirksworth. The applicant is Ben Bennett Jr Limited. According to the report pack, the proposed haul road would extend quarrying operations outside the existing operational area.

The report pack notes that a Geotechnical Report and the Geotechnical Assessment have been submitted outlining significant safety concerns relating to the stability of the existing internal haul road. The applicant has advised that an alternative internal haul road would not be operationally viable.

The Executive Director - Place's report stated:

In view of the presented safety concerns and the constraints of the mineral operations, it is accepted that there is no viable internal route option.

The report also notes that Grange Mill Quarry produces high quality grades of limestone used in a variety of products including food, pharmaceuticals, plastics, rubber, glass and sealants.

The proposed haul road would be constructed in a similar manner to the existing haul road, using loose rock from the quarry. A 1m high stone wall would be erected with planted hedgerow along the route of the adjacent public bridleway. Topsoil and subsoil would be stripped along the route of the haul road to create a 2m high bund¹ on the eastern side of the haul road.

The report pack notes that Councillor Adrian Hunter, Local Member for Wirksworth, has confirmed he has no objection to the development.

The report pack also notes that one representation has been received from a member of the public raising concerns with regard to dust pollution, noise pollution, visual impact, the need for the development, and the impact on the enjoyment of public rights of way.
