Summary

The City of London Police Authority Board convened to discuss a range of topics, including reforms to board governance, the 2024/25 budget outcome, and the City of London Police's annual report. The board was also scheduled to discuss updates from the chair and commissioner, and receive minutes from various subcommittees. Additionally, members were expected to consider the review of activities of the City of London Police Pension Board.

Reform to Police Authority Board Governance

The board was expected to consider a report on reforms to the Police Authority Board governance, which proposes changes to the agendas and remits of the board and its sub-committees. The aim of these reforms is to distinguish between the board as a strategic overview forum and the sub-committees as policy detail forums.

The report notes several issues with the current structure, including:

  • Overlap in responsibilities between committees
  • Duplication of standing agenda items
  • Gaps in reporting, such as the lack of regular reports on the City Police's overall victims work
  • Long agendas and paper packs for the Police Authority Board
  • Lack of a clear and consistent strategic overview

To address these issues, the report puts forward the following proposals:

  • The Police Authority Board will become a strategic overview forum with a fixed agenda.
  • Sub-committee remits will be altered to have clearly delineated areas of policy focus.
  • Sub-committees will have more-or-less fixed agendas focused on key thematic areas in their remits.

The report states that the reforms are expected to improve the board's effectiveness in exercising its strategic oversight and scrutiny functions, enhance oversight of delivery against key strategic policing priorities, and reduce the administrative resource cost of servicing the board's governance structures.

2024/25 Final Revenue and Capital Budget Outturn

The board was expected to review the final revenue and capital budget outturn for 2024/25. According to a report prepared for the meeting, the final revenue outturn for the police budget was £116.3 million, which matched the budget, resulting in a balanced position. This was achieved after transfers to reserve of £1.549 million to manage timing differences in programme and project spend.

The capital programme had an outturn of £9.469 million, compared to a budget of £10.345 million, resulting in an underspend of £0.876 million. The underspend was primarily due to delays in non-Fraud and Cyber Crime Reporting and Analysis Service (FCCRAS) projects, partially offset by overspending on FCCRAS.

The report included a recommendation to approve the transfer of £1.549 million of ringfenced revenue underspends to specific reserves and a drawdown of £0.25 million from the Action Fraud Reserve to mitigate the residual FCCRAS cost pressure.

City of London Police Annual Report 2024-25

The board was scheduled to consider the City of London Police Annual Report 2024-25, which provides information on crime, financial and staff statistics, as well as a summary of performance and highlights throughout the year.

The report assesses the effectiveness of community engagement based on metrics set out in the Strategic Plan, including outcomes such as public confidence, crime reduction and demographic diversity. The report also lists various community-safety related engagement activities undertaken since February 2025, including public events and initiatives focused on crime prevention, inclusion and hate crime awareness.

City of London Police Productivity Action Plan

The board was scheduled to discuss the City of London Police Productivity Action Plan, which supports the delivery of the new Policing Plan and looks to deliver productivity gains across its strategic priorities to maximise impact. The plan aims to mobilise officers and staff with the City of London Police, as well as partners, towards practical actions that can deliver efficiencies, save time or raise the effectiveness of services.

The plan consolidates some existing change initiatives, such as those that help build stronger foundations on data and evaluations, with new actions. Timed milestones are allocated to named leads, so that implementation and improvements can be driven over the coming months.

Equity, Diversity, Inclusivity (EDI) Update

The board was expected to receive a report providing an update on Equity, Diversity and Inclusivity work within City of London Police.

The report notes that with a clear EDI Performance Framework and Implementation Plan in place, the Inclusivity, Culture and Organisational Development Team are in a better position to report on progress against the Strategy. Of the 76 actions that have been committed to complete over the next three years, 28 of these will form the priorities for years 2025/26. As of this quarter, 14% (4) of these actions have been completed, 72% (20) are in progress and 14% (4) have not yet been started.
