Summary
The Enfield Council Planning Committee met on Tuesday 22 July 2025 to discuss planning applications and related matters. Councillors were scheduled to consider a first floor rear extension to Topaz House and a request to vary a condition relating to a temporary training facility at the Tottenham Hotspur Training Centre. The committee was also scheduled to note the dates of future meetings.
Tottenham Hotspur Training Centre
Councillors were scheduled to discuss an application to vary condition number 1 of planning permission 21/03694/FUL, which relates to the Tottenham Hotspur Training Centre, Hotspur Way. The application seeks to extend the time limit of the permission by three years, expiring on 31 January 2028. The original permission was for the erection of a temporary building to provide training facilities, the installation of a sports pitch, car parking, and associated landscaping.
According to the report pack, the purpose of extending the temporary permission is:
to support the continued development of the Club's women's football programme until the permanent women's training facility, located to the west of Western Field, becomes operational.
The report pack notes that planning permission 21/03694/FUL required the applicant to deliver a three-year school visits programme comprising 150 visits, and that for the extended period, the applicant proposes to provide a further 150 school visits.
The report pack stated that the application was being reported to the Planning Committee because it was advertised as a departure from the Enfield Development Management Document1, in accordance with the scheme of delegation.
Topaz House, Hedge Lane
The committee was scheduled to consider planning application 25/00690/FUL for a first floor rear extension at Topaz House, 2B Hedge Lane, London N13 5SH.
The report pack stated that the application was called in by Councillors Doug Taylor and Chris James.
According to the report pack, the application outlines the growth in demand for produce, baked goods and prepared foods in recent years. It states that the supermarket has had to adapt by enlarging the bakery within the existing space, which resulted in the need for a larger area for food packaging, storage and chilled and frozen storage. The report pack also notes that the increase in demand for food preparation and sales has also resulted in the need for additional staff and staff amenity space.
The report pack notes that the supermarket presently includes a mezzanine level with male and female WCs and two small offices apart from a small management office, and that these facilities would not be sufficient for the total number of staff needed. Furthermore, there is need for a staff room and staff training rooms.
The report pack states that the application is for a first floor extension over the existing rear structures on the site, including above the loading facility granted permission in 2022, and that the upward extension is needed so as not to impact other operations of the supermarket.
Report of the Head of Planning and Building Control
The committee was scheduled to receive and note the covering report of Karen Page, Head of Planning and Building Control. The report advised members on process and updated them on the number of decisions made by the council as local planning authority. According to the report, 357 applications were determined between 4 June 2025 and 7 July 2025, of which 298 were granted and 59 refused.
