The Licensing Sub-Committee of Hammersmith and Fulham Council met on Tuesday 29 July 2025 to consider a variation to the premises licence for The Green, located at 172-174 Uxbridge Road, London, W12 7JP. The committee granted the application with amended conditions, allowing for extended operating hours on Fridays and Saturdays, and introducing new conditions related to noise mitigation and customer entry.
The Green - Variation of Premises Licence
The committee considered an application to vary the premises licence for The Green, a pub located at 172-174 Uxbridge Road, London, W12 7JP. The applicant, Craft Union Pub Company, sought to extend the hours for the exhibition of films, playing of recorded music, provision of late-night refreshments, and the sale of alcohol. The initial application proposed extending hours to 03:00 on Fridays and Saturdays and 01:00 from Sunday to Thursday.
Decision: The committee decided to grant the application with amendments. The new operating hours are as follows:
- Exhibition of Films and Playing of Recorded Music (Indoors Only):
- Monday to Thursday: 08:00 to 00:00
- Friday to Saturday: 08:00 to 02:00
- Sunday: 08:00 to 00:00
- Provision of Late Night Refreshment (Indoors Only):
- Monday to Thursday: 23:00 to 00:00
- Friday to Saturday: 23:00 to 02:00
- Sunday: 23:00 to 00:00
- Sale of Alcohol (Consumption On and Off the Premises):
- Monday to Thursday: 08:00 to 00:00
- Friday to Saturday: 08:00 to 02:00
- Sunday: 08:00 to 00:00
- Hours Open to the Public:
- Monday to Thursday: 07:00 to 00:30
- Friday to Saturday: 07:00 to 02:30
- Sunday: 07:00 to 00:30
Amended Conditions:
The committee also approved amendments to existing conditions and added new ones:
- Condition 14: Children under 16 years of age shall not be allowed on the premises after 21:00 hours daily.
- Condition 19: Alcohol shall not be served before 11:00 on Saturdays when Queens Park Rangers (QPR) male first team play at home and the kick-off time is 15:00 or anytime thereafter. Additionally, alcohol shall not be served before 10:00 on Saturdays when QPR male first team play at home and the kick-off time is between 12:30 and 14:59.
- Condition 23: There shall be no admission of new customers to the premises after 01:00.
New Conditions Imposed by the Committee:
In addition to the conditions agreed with the police, the committee imposed the following:
- Acoustic matting shall be installed for floor speakers, and adequate acoustic mounting shall be provided for wall-mounted speakers to prevent vibration transmission to adjoining properties.
- A time limit for the cellar fan shall be implemented, to be approved by the Environmental Health Officer.
- A functioning noise limiter shall be installed and maintained on the premises, to be approved by the Environmental Health Officer.
Discussion:
The application generated significant public interest, with numerous objections received from local residents and ward councillors, primarily concerning the potential for increased noise, anti-social behaviour, and public nuisance. Concerns were raised about the proximity of residential properties, particularly those directly above the pub, and the impact of extended hours on sleep and general quality of life. Specific issues highlighted included noise from music, bass vibrations, and a fan on the roof.
The applicant, represented by Stonegate Group, argued that they were experienced and responsible operators and that the proposed extensions were modest, particularly after revisions. They highlighted that objections from statutory consultees, such as the police and environmental health, had been withdrawn following agreements on revised conditions. The applicant also pointed to investment in the premises and a commitment to addressing noise concerns through measures like acoustic matting and noise limiters.
Councillor Patrick Walsh, Chair of the Licensing Sub-Committee, presided over the meeting. Councillor Wesley Harcourt and Councillor Dominic Stanton were also members of the committee. Matt Tucker, the interim licensing policy and administration team lead, presented the application, while Emmanuel Amponash acted as the council's legal officer. Yisam Hennegan spoke as an objector, and Alex Green and Guy Chip Chase represented the applicant.
During the hearing, objectors, including Yisam Hennegan, voiced concerns about noise, vibrations, and the potential for increased anti-social behaviour. Mr. Hennegan, who lives in the flat directly above the premises, described how music and bass vibrations from the pub significantly disrupt sleep and potentially affect the building's structural integrity.
The applicant's representatives, Alex Green and Guy Chip Chase, addressed these concerns, detailing the revised application and the measures they were willing to implement. They emphasised their commitment to being responsible operators and highlighted that the police and environmental health teams had no further objections after the proposed changes.
Questions from the committee members focused on the specific noise mitigation measures, the rationale behind the revised hours, and the council's licensing policy. Councillor Harcourt inquired about the fan mentioned by objectors, and the applicant committed to investigating its source and impact. Councillor Stanton sought clarification on the council's policy regarding closing times in town centres and mixed-use areas, noting that the proposed hours were close to those of a neighbouring premises, The Defectors Weld.
In summing up, the objector reiterated concerns about noise and the effectiveness of proposed mitigation measures, while the applicant stressed the lack of objections from responsible authorities and the modest nature of the revised application.
Following deliberations, the committee granted the variation, imposing several new conditions to address the concerns raised by objectors, particularly regarding noise and public nuisance. These included the installation of acoustic matting and mounting for speakers, a time limit for the cellar fan, and the implementation of a noise limiter, all subject to approval by the Environmental Health Officer. The decision was made with a view to promoting the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
