Additionally, the committee was scheduled to review a report on planning appeals, enforcement appeals, and enforcement notices.
Development Applications
Stockport County Football Club, Edgeley Park, Stockport (DC/092211)
The committee was scheduled to consider a hybrid planning application for the expansion of Stockport County Football Club's stadium at Edgeley Park. The proposal included a part full, part outline planning application to increase stadium capacity by up to 7,405 seats. The full application covered the demolition of the existing East Stand, refurbishment and extension of the North Stand, and the erection of a new East Stand. This new stand would include spectator seating, retail, food and beverage facilities, offices, and community meeting space. The outline application, with access as the only reserved matter, proposed the erection of a new South Stand and a western extension to the North Stand.
The committee was recommended to grant planning permission, subject to conditions and the completion of a Section 106 agreement. This agreement would secure the monitoring of significant on-site Biodiversity Net Gain (BNG)1, highway-related matters including accessibility improvements, a resident car parking permit scheme, and wayfinding improvements.
Land at Town Centre West, Stockport (DC/094376)
A hybrid planning application for the redevelopment of land at Town Centre West, Stockport, was also scheduled for consideration. This application sought full planning permission for the demolition of existing buildings and the redevelopment of Plot 1 to erect three residential buildings, with supporting flexible commercial/community use and drinking establishments. It also included proposals for new public realm, car and cycle parking, highway alterations, and drainage. Outline planning permission was sought for the redevelopment of Plots 2 and 3 for residential buildings, with supporting flexible commercial/community use and drinking establishments.
The committee was recommended to grant planning permission, subject to the receipt and professional regulatory assessment of a bat activity survey, further information regarding the Environmental Statement, conditions, and the completion of a legal agreement securing heads of terms.
12 Buxton Road, Heaviley, Stockport (DC/094545)
The committee was scheduled to consider a full application for elevational alterations and a change of use at 12 Buxton Road, Heaviley, Stockport. The proposal involved changing the use from part commercial (Class E) and part residential apartment (Class C3) to part commercial (Class E) and part House in Multiple Occupation (HMO) (Class C4) over three storeys.
The committee was recommended to grant planning permission, subject to conditions and the completion of a Section 106 agreement. This agreement would secure the payment of a commuted sum for the provision and maintenance of public open space and a monitoring/reporting fee.
Planning Appeals, Enforcement Appeals and Enforcement Notices
The committee was also scheduled to consider a report from the Assistant Director for Governance summarising recent appeal decisions, listing current planning appeals and dates for local inquiries and informal hearings, and detailing enforcement action by Area Committee area. The committee was recommended to note this report.
