The Audit and Governance Committee is scheduled to meet on Wednesday to discuss an investigation into BCP FuturePlaces Ltd 1, the council's former urban regeneration company. The meeting will focus on Part A of the investigation report, which covers scope items 1 to 4. A second meeting is expected in October to discuss Part B and the final report.
BCP FuturePlaces Investigation Report
The committee will receive Part A of the Internal Audit investigation findings report regarding BCP FuturePlaces Ltd, covering scope areas 1 to 4. According to the Public reports pack, Councillor Eleanor Connolly, Chair of the Audit and Governance Committee, decided to split the report into two parts to allow the committee sufficient time to review the findings.
The report addresses the following scope items:
- Timeline and key decisions
- Decision to create BCP FuturePlaces Ltd - Cabinet 26 May 2021
- Establishment and operation of BCP FuturePlaces Ltd
- Detailed expenditure incurred by BCP FuturePlaces Ltd
The Public reports pack states that at the conclusion of the investigation, there may still be gaps in understanding, and the committee may decide that further investigation through other means is required. According to the Public reports pack, other means could include posing specific questions to specific individuals, or commissioning further specific lines of enquiry.
The Public reports pack includes a recommendation that the Audit and Governance Committee notes:
- The Part A Internal Audit investigation findings report covering scope areas 1 to 4
- That a Part B and final investigation findings report will be presented to Committee in October 2025, covering scope areas 5 to 8
- Any changes necessary to Part A investigation findings in scope areas 1 to 4, as a result of or impact of findings to scope areas 5 to 8, will be highlighted to the Committee in the Part B and final report
The Public reports pack also notes that a confidential appendix (Section F of the report) may be discussed, and that the press and public may be excluded from the meeting during that discussion.
