At a meeting of the Individual Cabinet Member Decisions, Monmouthshire County Council approved most of the recommendations of Amendment Order No. 17 2025, which concerned various traffic regulation orders, but chose not to proceed with some orders that had been proposed for Mitchell Troy. The orders aim to improve road safety, align with national policy, and rectify administrative omissions. Councillor County Catrin Maby, Cabinet Member for Climate Change and the Environment, made the decisions.
Traffic Regulation Orders
The council has approved and will implement most of the proposed traffic regulation orders outlined in Amendment Order No. 17 2025. These orders include:
- A 30mph speed limit on Redbrook Road, Monmouth.
- A 40mph and 30mph speed limit on the A472, The Rhadyr, Usk.
- A 30mph speed limit on the B4233, The Hendre.
- A 20mph speed limit in the vicinity of the B4233/B4347 Junction, Rockfield.
- A 40mph speed limit on the B4233, Monmouth to Rockfield.
- A 40mph speed limit on Mitchell Troy Road, Raglan.
- A 40mph speed limit on Staunton Road, A4136.
- A 40mph speed limit on the B4235, Chepstow to Mynydd Bach.
- 30mph buffer speed limits on the B4596, Llancayo.
- A 20mph speed Limit on Common Road, Mitchell Troy.
- A 40mph speed limit on Conway Drive, Chepstow.
- Revocation of the 20mph existing speed limit on the A466, Llandogo.
- A 20mph speed limit on the Lane from B4293 to Park House, Itton Common.
- A 20mph speed limit on Crick Road, Portskewett.
- 30mph and 40mph speed limits on the B4235, Gwernesney.
- A 20mph speed limit on the A466, Tintern.
The report notes that these changes are intended to achieve several strategic objectives, including:
- Enhancing highway safety for all road users.
- Mitigating risks in areas with identified collision clusters.
- Aligning the local speed limit framework with national policy1.
- Rectifying historical administrative omissions.
- Promoting sustainable and active modes of travel.
Dropped proposals
Following a review of the proposals and the statutory consultation process, the council decided not to proceed with the orders for:
- A 40mph speed limit on the B4293, Mitchell Troy.
- A 50mph speed limit on the B4293, Mitchell Troy.
The report notes that a procedural error was identified in the associated technical drawings, and that the safety concerns on this route will be subject to a future review.
Consultation Responses
The council received a number of consultation responses regarding the proposed changes.
One respondent, ref 637, objected to the proposed revocation of the existing 20mph speed limit on the A466, Llandogo, stating:
Since the 20mph limit was introduced there has been a significant reduction in speeding vehicles, massively reducing the risk of accidents, but also noise and fumes.
The council responded that this proposal is a legal administrative exercise only and will result in no material change to the 20mph speed limit on the ground.
Another respondent, ref 678, raised concerns about the proposed 30mph speed limit on Redbrook Road, A466, Monmouth, stating:
The 'reasons' document seems to say that the change is only administrative and the speed limit will stay as it is; but The drawing 2216 shows a red line for the existing limit position and a green line for the intended limit. This drawing therefore suggests that the limit is to be moved
The council responded that the proposed order is an administrative measure to formalise the existing, signed 30mph speed limit and that there will be no physical change to the location or extent of the current 30mph speed limit signs on Redbrook Road.
Equality and Future Generations Evaluation
The council undertook an Equality and Future Generations Evaluation2 which found that the proposed speed limit orders are designed to support significant improvements to the safety and well-being of communities across Monmouthshire, aligning with the principles of the Well-being of Future Generations (Wales) Act 2015.
