The Licensing Sub Committee met to discuss two applications for temporary event notices (TENs) for Fabwick, Unit 4A, Queen's Yard, 43 White Post Lane, London E9 5EN. Both TENs were for the same location, with one covering an event on 9 August and the other on 10-11 August. After hearing from the applicant, the premises user, and a council officer, the committee approved the TEN for 10-11 August, with the condition that music would cease at midnight.
Temporary Event Notice for 10-11 August
The Licensing Sub Committee approved a TEN application for Fabwick, Unit 4A, Queen's Yard, 43 White Post Lane, London E9 5EN, for an event on 10-11 August, subject to conditions. The applicant, Matthew Morgan, described the event as a Black Pride celebration in collaboration with venue partners downstairs in Fabwick. The event would feature QTPOC artists and DJs, with licensable activities including the sale of alcohol, regulated entertainment, and late-night refreshment.
Environmental Protection had raised concerns about potential noise nuisance due to the venue's history of noise complaints and the proposed operating hours.
During the meeting, Councillor Peter Golds, Chair of the Licensing Committee, raised concerns about noise levels, particularly given the area's dense population and past issues with Fabric. Mr Morgan offered to stop the music at midnight and wind down the event to encourage people to leave gradually, which Councillor Golds found terribly interesting
.
Jonathan Melnick, Legal Services, acknowledged the difficulties the authority has had with the venue, but praised Mr Morgan's presentation, saying:
Mr. Morgan, I don't think any of us could fail to be impressed by how you've presented the case today. You've come here in difficult circumstances with a report that clearly shows that this authority has problems with the venue, but you have sought to persuade colleagues that you are a different entity to the venue.
Mr Melnick sought assurance that Mr Morgan would wind down the music at midnight, which Mr Morgan agreed to.
Temporary Event Notice for 9 August
A TEN application for Fabwick, Unit 4A, Queen's Yard, 43 White Post Lane, London E9 5EN, for an event on 9 August was also on the agenda. However, the transcript does not contain any discussion of this TEN, so it is not possible to summarise the outcome of the application.
Declarations of Interest
At the start of the meeting, Councillor Golds asked members if they had any declarations of disposable pecuniary interest1. No members declared any such interest.
