The Crawley Borough Council meeting scheduled for 19 August 2025 included discussion of temporary traffic regulations, delegated planning decisions, and the potential membership of the Sussex Chamber of Commerce on the Greater Brighton Economic Board. Also listed on the agenda was an update on repairs to the C143 Hawth Avenue Bridge, and a change in the membership of the Planning Committee. A report regarding the award of a contract for commercial waste was also included for councillors only.
Temporary Traffic Regulation Orders
The meeting agenda included a list of temporary traffic regulation orders (TTROs). These orders enable the council to temporarily close roads for reasons such as facilitating roadworks or ensuring public safety during events.
The following temporary road closures were scheduled:
- Springfield Road, Southgate, was scheduled to be closed from 3 September 2025 for up to five days, between Horsham Road and Brighton Road, to allow Network Rail Infrastructure Ltd to remove trees and foliage from the trackside.
- Woodfield Road, Northgate, was scheduled to be closed on 5 September 2025 for up to five days, between Hollybush Road and Woodside Road, for carriageway patching by VolkerHighways on behalf of West Sussex County Council.
- Crawley Avenue, Ifield and West Green, from Ifield Avenue Roundabout to Gossops Drive, and the A23 Ifield Avenue Roundabout, West Green, were scheduled to be closed between 2 September 2025 and 10 October 2025 for carriageway resurfacing.
- Charlwood Road, Langley Green, between Bonnetts Lane and Poles Lane, was scheduled to be closed during the night between 20 October 2025 and 22 October 2025, to allow Volker Highways to conduct carriageway patching works on behalf of West Sussex County Council.
- Cobnor Close, Gossops Green, was scheduled to be closed on 8 September 2025 for up to five days for carriageway patching works by West Sussex County Council.
- Brighton Road, Crawley (southbound only), from the junction with Crawley Avenue to Crawley Bypass, was scheduled to be temporarily prohibited from 20 August 2025 to 21 August 2025 overnight, to allow VolkerHighways on behalf of WSCC to repair a pothole.
- London Road Southbound, Crawley, from the junction with Lowfield Heath Roundabout to Gatwick Road Roundabout, was scheduled to be temporarily prohibited from 21 August 2025 to 22 August 2025 overnight, to allow VolkerHighways on behalf of WSCC to undertake pothole repair.
Additionally, the closure of Worth Road, Pound Hill, was postponed from 11 August 2025 - 26 September 2025 to 1 September 2025, and is now due to end on 17 October 2025.
Delegated Planning Decisions
The council had made several planning decisions under delegated powers between 11 August 2025 and 15 August 2025. These included:
- Discharge of Condition 4 (Tree Protection) at 66 Milton Mount Avenue, Pound Hill, related to a prior application (CR/2024/0223/FUL) for extensions and alterations.
- Refusal of a tree work application (CR/2025/0152/TPO) at 52 Chepstow Close, Pound Hill, concerning an oak tree.
- Approval of a change of use application (CR/2025/0180/FUL) at County Oak Cottage, Amberley Court, Whitworth Road, Langley Green, to allow the building to be used as an independent school for children with special educational needs.
- Approval for the widening of a dropped kerb at 119 Rusper Road, Ifield (CR/2025/0233/FUL).
- Approval of a retrospective planning application (CR/2025/0248/FUL) for a single-storey outbuilding at 85 Langley Drive, Langley Green.
- Approval for the erection of single storey front and rear extensions at 30 Kilnmead, Northgate (CR/2025/0255/FUL).
- Approval of a certificate of lawfulness (CR/2025/0258/192) for a proposed outbuilding to provide a garden room, office and garden store at 128 Woodfield Road, Northgate.
- Approval for the demolition of an existing conservatory, erection of a rear single storey extension and retrospective garage conversion at 23 Clitherow Gardens, Southgate (CR/2025/0284/FUL).
- An objection to the notification of Regulation 5 for the removal of an existing 20 metre Hutchinson Engineering Jupiter S-Range Dual Stack Pole and the installation of a new 20 metre Hutchinson Taurus Street Furniture Pole on a new T9 root foundation, the removal of the existing 6 x antennas and the installation of 9 x antennas and the development of ancillary equipment thereto, and the removal of 3 x existing cabinets and the installation of 3 x new cabinets, on a grass verge on Crawley Avenue, near a footbridge adjacent to the junction of Gossops Drive, Southgate (CR/2025/0381/RG5).
Sussex Chamber of Commerce and the Greater Brighton Economic Board
The agenda included a consideration report regarding the potential approval for the Sussex Chamber of Commerce to become a member of the Greater Brighton Economic Board1. The Greater Brighton Economic Board was founded in April 2014 as part of the Greater Brighton City Region's City Deal with Government. The board comprises the Greater Brighton Economic Joint Committee, on which the local authorities are represented, and the Greater Brighton Business Partnership, on which business representatives alongside university and further education sector representatives are situated. The Sussex Chamber of Commerce is the accredited voice of business across Sussex.
The Leader of the Council was recommended to approve the membership of Sussex Chamber of Commerce on the Greater Brighton Economic Board, subject to a formal final decision by the Board.
C143 Hawth Avenue Bridge Repairs
The C143 Hawth Avenue Bridge repairs and associated road resurfacing were scheduled to start shortly. The works were scheduled to be done in two phases:
- Phase 1 – Lane 1 was scheduled to be closed to carry out bridge waterproofing and joint repairs and was scheduled to be done under two way lights with one lane closed between 3 September to 19 September 2025.
- Phase 2 – To allow the lane 2 bridge repairs to be completed safely, these were scheduled to be done as a full road bridge closure between just south of the A2220 Haslett Avenue East 'Squareabout" to just north of the Hawth Avenue Roundabout, with all traffic being diverted between 22 September to 10 October 2025. This closure was scheduled to be combined with the resurfacing of the nearby A2220 Haslett Avenue 'Squareabout' and Hawth Avenue Roundabout done during this same period but overnight.
Planning Committee Membership
Councillor Pritchard was scheduled to be replaced by Councillor Yianna on the Planning Committee, with immediate effect.
