This article provides a summary of the items listed on the agenda and in the reports pack for the Crawley Borough Council Councillors' Information Bulletin on 26 August 2025. The meeting was scheduled to cover delegated planning decisions, temporary traffic regulation orders, and amendments to the Housing Allocation Scheme.
Housing Allocation Scheme Amendments
The Head of Strategic Housing, in consultation with the Cabinet Member for Housing, was invited to approve minor operational amendments to the Housing Allocation Scheme. These amendments were in response to the introduction of The Allocation of Housing (Qualification for Victims of Domestic Abuse and Care Leavers) (England) Regulations 2025, which came into force in July 2025.
The new legislation ensures that local connection criteria does not apply to people assessed as fleeing domestic abuse and to those who are owed leaving care duties1 from another area. As a result, the following amendments to the Housing Allocation Scheme were approved with immediate effect on 13 August 2025:
- The second from last bullet point in 2.4.2.1 was amended to:
An applicant who would otherwise qualify for the housing register having escaped domestic abuse from outside the borough.
- The last bullet point in 2.4.2.1 was amended to:
A young person who is owed leaving care duties under the Children's Act 1989. Additional priority will be awarded to young people owed leaving care duties by West Sussex County Council.
- The banding scheme was updated to ensure West Sussex care leavers continue to receive additional priority (Band A) and those from outside the county are placed into Band B.
Temporary Traffic Regulation Orders
The council was scheduled to discuss temporary traffic regulation orders (TTROs).
A temporary closure of Tinsley Lane North, Three Bridges, was scheduled to commence on 12 September 2025 for up to five days. The closure was required for the safety of the public and workforce while MBNL2 undertakes maintenance works to a telecoms mast. The restriction was scheduled to be in place during the day only, from 10:30 until 14:30. An alternative route was scheduled to be signed on site. A request was received from the Royal Automobile Club for temporary traffic regulations for the London to Brighton Veteran Car Run. The restrictions were scheduled to be in effect on 2 November 2025, from 07:00 to 17:00. The roads affected include:
- Cuckfield Road, B2214, Hammer Hill: Full road closure from Cottage Lane (B2114) to the junction with B2115 Sloughgreen Lane.
- High Street, B2036, Cuckfield: Northbound road closure from the junction of Leyton Lea to the junction of Broad Street. High Street open Southbound to vet cars and public traffic. One way order southwards.
- London Road, A273, Stonepound Crossroads, Hassocks: Temporary order to allow accredited traffic marshals to give priority passage to southbound veteran cars at traffic lights.
- Clayton Hill (A273): Northbound road closure from the junction of A273 Clayton Hill and B2112 New Road, southwards to a point 20 metres North of entrance to Pyecombe Golf Club. One way order southwards.
Delegated Planning Decisions
The council was scheduled to note the delegated planning decisions issued between 18 August 2025 and 22 August 2025. These decisions were made under delegated powers, subject to conditions.
- Steers Lane Phase 2, Forge Wood: Discharge of Condition 11 (EV Charging) pursuant to CR/2022/0055/FUL for erection of 60 dwellings including associated parking, landscaping and infrastructure works. Approved on 18 August 2025.
- Steers Lane, Phase 2, Forge Wood: Discharge of Condition 28 (Biodiversity Enhancement Strategy) pursuant to CR/2022/0055/FUL for erection of 60 dwellings including associated parking, landscaping and infrastructure works. Approved on 20 August 2025.
- Steers Lane Phase 2, Forgewood: Discharge of Condition 14 (materials) pursuant to CR/2022/0055/FUL for erection of 60 dwellings. Approved on 19 August 2025.
- Northwood Park, Gatwick Road, Northgate: Discharge of BNG[^4] Conditions 1- 4 pursuant to CR/2024/0347/FUL for the redevelopment for EV charging hub with partial canopy over, convenience store (Class E) and food and beverage unit (Class E), pocket park, landscaping. Permitted on 22 August 2025. [^4]: BNG stands for Biodiversity Net Gain, which is an approach to development that aims to leave the natural environment in a measurably better state than it was before.
- 360 Ifield Drive, Ifield: Installation of air source heat pump. Permitted on 20 August 2025.
- 11 Amberley Close, Pound Hill: Installation of heat pump on front elevation. Refused on 21 August 2025.
- 52 Langley Walk, Langley Green: Erection of two storey front extension. Refused on 22 August 2025.
- 15 Peacemaker Close, Bewbush: Certificate of Lawfulness for proposed single storey rear extension. Permitted on 18 August 2025.
- 24 Purcell Road, Bewbush: Certificate of Lawfulness for proposed erection of a single storey rear extension. Permitted on 20 August 2025.
- 1 Shaftesbury Road, Maidenbower: Double storey side extension over existing catslide roof. Permitted on 20 August 2025.
