Summary
The Oxfordshire Council Cabinet was scheduled to meet on Wednesday 10 September 2025 to discuss a report from the Place Overview and Scrutiny Committee on the Oxford temporary congestion charge, and to consider the implementation of temporary congestion charging points in Oxford.
Oxford temporary congestion charging points
The Cabinet was scheduled to discuss a report by the Director of Environment and Highways regarding the implementation of temporary congestion charging points in Oxford.
The Cabinet was asked to consider:
- approving the implementation of six temporary congestion charging points in Oxford, as described in Annex 1 - Final Scheme Definition - v.2, for a maximum of two years from the date of implementation
- authorising the Director of Environment and Highways (in consultation with Councillor Andrew Gant, Cabinet Member for Transport Management) to make any necessary changes to the scheme to ensure its successful delivery, provided that these do not substantially alter the scheme's impact
- authorising the Director of Environment and Highways (in consultation with the Director for Law and Governance and Monitoring Officer) to make and implement the necessary Charging Order under the Transport Act 2000
- approving the development and implementation of the necessary infrastructure and supporting systems at an estimated cost of £190,000
- instructing officers to develop and implement the investment plan outlined in paragraph 96 of the CA100925R5 Oxford temporary congestion charging points report, along with any additional measures in consultation with Councillor Andrew Gant, Cabinet Member for Transport Management
Annex 24 to the report comprises email responses where respondents to the consultation did not provide consent for publication. It is therefore exempt from disclosure. According to the agenda:
In the event that any Member or Officer wishes to discuss the information set out in Annex 24, the Cabinet will be invited to resolve to exclude the public for the consideration of the annex by passing a resolution in the following terms:
that the public be excluded during the consideration of the report since it is likely that if they were present during that discussion there would be a disclosure ofexemptinformation as described in Part I of Schedule 12A to the Local Government Act 1972 and specified below the item in the Agenda.
