The Licensing Act Sub Committee met to discuss a premises licence variation for The Beehive pub in Helston, and a new premises licence application for Sahara City in Newquay. Councillors granted the application for The Beehive, allowing it to extend its opening hours, and adjourned the decision on Sahara City to allow for inclusion of a fire authority representation.

Councillors granted the application to vary the premises licence for The Beehive, permitting the pub to extend its opening hours.

The applicant, Neal Paul Hicks, the landlord of The Beehive, addressed the sub committee in support of the application, stating that he had renovated the property after taking ownership in 2016, and had worked closely with various authorities to ensure compliance with regulations. He also stated that he had given his contact details to 24 neighbours to address any concerns, and that all demands from the 2020 premises licence review had been met. Mr Hicks stated that trade had declined by 30% due to other pubs opening later, and that The Beehive was the only establishment in Helston that employed door staff. He detailed measures taken to prevent noise, including noise monitoring, closing doors and windows, and limiting music to the front dancefloor area. As Deputy Chairman of the Pub Watch Committee, he stated that he worked closely with authorities and had a zero tolerance policy for anti-social behaviour.

One person attended the meeting to object to the application on behalf of Helston Town Council, raising concerns that the extended hours would cause a public nuisance to residential properties, delay the dispersal of customers causing disturbance, and increase the risk of anti-social behaviour.

In their final submission, the applicant stated that he understood concerns about customers leaving later, but the pub needed to survive and the extra hour would disperse customers in smaller numbers. He stated that he had no objections to conditions being placed on the application, and that more positive comments than negative ones had been received.

Councillors voted to grant the application, noting the representations both for and against it. They acknowledged concerns about increased anti-social behaviour but stated that no representations had been received from the police or other responsible authorities, and there was insufficient evidence to show that this would occur. Councillors noted that if issues did arise, the premises licence could be subject to review.

Sahara City, 38 Cliff Road, Newquay, TR7 2ND

The decision on the application for a new premises licence for Sahara City, was adjourned to the Licensing Act Sub Committee meeting on 1 October 2025. The reason given for the adjournment was that an administrative error had resulted in the representation from the Fire Authority not being included in the Licensing Act Sub Committee Report. The Fire Authority confirmed that their representation remained valid and that they still had concerns regarding public safety at the premises in respect of fire matters. Councillors considered it necessary to defer the matter in the public interest to allow an opportunity for the Fire Authority's representation to be included in the Licensing Act Sub Committee Report and for the Fire Authority to attend the Licensing Act Sub Committee to make their representation.
