This meeting of the Property/Regeneration Briefing included discussion of an updated business plan for the Farmer Norton (Phase 1) site in the Crescent area of Salford. The meeting was also scheduled to confirm the minutes of the previous meeting.
Crescent - Updated Business Plan for Farmer Norton (Phase 1) Site
The briefing was scheduled to consider an updated Site Business Plan (SBP) for the Farmer Norton (Phase 1) site, located within the Adelphi Village area of the Crescent. A previous SBP, approved in February 2025, outlined proposals for 42 affordable townhouses built to Passivhaus standard1.
The updated plan proposed that the homes would be for market sale and would no longer be built to Passivhaus standard, although they would still aim to deliver robust sustainability credentials
. According to the report pack, ECF2 were in advanced discussions with the GMCA3 regarding Brownfield Housing Funding to support the scheme's delivery.
The report pack noted that an updated delivery strategy had been prepared for the wider Adelphi Village area, which would increase the overall number of homes and the options for affordable provision. The Farmer Norton site was identified in the Crescent Development Framework as a residential site providing a mix of apartments, townhouses and tenures.
The report noted that a planning application for the scheme had been submitted, with a decision expected in July/August 2025.
The report pack included a recommendation that Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, should approve the updated Site Business Plan for Farmer Norton (Phase 1), and authorise the Executive Director of Place and City Solicitor to complete the associated legal formalities.
The report pack also included a public interest test checklist, which stated that the report contained commercially sensitive information about external organisations, and that a summary of the information contained in the Part 2 report had been provided in the associated Part 1 report to ensure transparency on the decision being taken as far as is possible.
Minutes of the Previous Meeting
The minutes from the previous Property/Regeneration Briefing, held on 11 August 2025, were scheduled for agreement as a correct record. The previous meeting included discussion of the Crescent - Updated Business Plan for Farmer Norton (Phase 1) Site, and The Crescent Public House, 19-21 The Crescent, Ordsall.
