The South Area Planning Sub-Committee met on 10 September 2025 and approved applications relating to Cedar House, Mill Road, Cobham. The committee granted listed building consent for alterations to the building, and also granted permission for variations to planning conditions relating to the site.

Planning Applications

The Sub-Committee considered two planning applications, 2025/1126 and 2025/1151, which related to the same property, Cedar House, Mill Road, Cobham, Surrey, KT11 3AL, a Grade II* Listed Building within the Cobham Conservation Area. Councillor Andrew Burley, Chair of the committee, had a professional association with the applicant for both applications, and so Councillor Alistair Mann, Vice-Chair of the committee, took the chair for the meeting.

2025/1126 - Cedar House, Mill Road, Cobham

The committee granted listed building consent for variations to conditions relating to approved plans, materials, fire suppression measures, windows and doors, ceiling and floor finishes, rainwater goods, and roof construction details. These variations were in relation to a previous listed building consent, 2021/3380, for the conversion of the existing building into three dwellings.

The variations included:

• A new pedestrian access in the north boundary wall, and the closing off of an existing access to the east.
• The removal of an approved internal stair and reinstatement of the original spiral staircase.
• The provision of glazed fire doors beneath a balcony to one of the houses.
• A new fire surround to a fireplace in the hall.
• Closing off a window for privacy reasons.
• The provision of a fire lobby and ensuite/bath to a bedroom.
• Internal alterations.
• Retention of an outbuilding in the south-east corner.
• Relocation of an air source heat pump.
• Provision of doors to the garden.
• Retention of an outbuilding on the north-west inset corner.
• A new door to the east elevation.
• Light cleaning and restoration of a stone tracing window.

The committee report noted that Historic England did not offer advice on the application, and that the Cobham and The Tilt Conservation Area Advisory Committee had not responded to the consultation. One letter of representation was received, raising concerns over parking relating to application 2025/1151.

The report concluded that the works were acceptable in heritage and design terms, and that the overall balance of the proposals would not cause additional harm over the original consent.

2025/1151 - Cedar House, Mill Road, Cobham

The committee granted permission for variations to conditions relating to approved plans, materials, tree planting and maintenance, archaeology, and obscure glazing. The committee also agreed to remove conditions relating to a tree pre-commencement meeting, and guidance on sound insulation and noise reduction for buildings. These variations were in relation to a previous planning permission, 2021/3348, for the conversion of the existing building into three dwellings.

The variations included:

• A new pedestrian access in the north boundary wall, and the closing off of an existing access to the east.
• The removal of an approved internal stair and reinstatement of the original spiral staircase.

Surrey County Council Archaeological Officer had previously reviewed the submitted Written Scheme of Investigation under application 2025/1127 and recommended a condition to secure the development to be carried out in accordance with the submitted details. The Council's Environmental Health Officer (Noise & Pollution) had no objections to the removal of conditions 22 and 23. One letter of representation was received, raising concerns over parking.

The report concluded that the proposed development accorded with the Development Plan and associated Supplementary Planning Documents, the National Planning Policy Framework (NPPF) and the National Planning Policy Guidance (NPPG).
