The Housing Supervisory Board of Shropshire Council met on 18 September 2025 to discuss a range of housing-related topics. The main item for discussion was the Cornovii Developments Limited (CDL) Update Report for Quarter 1, which provided an overview of the company's progress against its approved 10-year Business Plan. The board was also scheduled to discuss public questions and confirm the minutes of previous meetings.
Cornovii Developments Limited Update Report
The Housing Supervisory Board was scheduled to receive an update on the progress of Cornovii Developments Limited (CDL) against its approved 10-year Business Plan. The CDL's quarterly monitoring report included updates on live and completed schemes at Ifton Heath, Ellesmere Wharf, The Oaklands and London Road. The report also included information on investment in local contractors and subcontractors, average EPC1 and carbon savings, employment and training opportunities, and support for educational settings.
The report noted that the number of homes forecast to be delivered over the plan period remained at 582, with 21% expected to be affordable. To date, four sites have been completed, delivering 39 affordable homes, with one further development on site expected to deliver an additional 27 affordable homes, plus two specialist accommodation properties.
The report also included a breakdown of the tenure of homes on live and completed sites:
From the current live and completed schemes, CDL will deliver a total of 249 units, of which 133 will be for market sale, 68 will be affordable tenure and 48 will be for private rent. CDL aims to deliver 81 private rented homes over the plan period, 22 of which will be on the London Road development.
The report included details of the progress of individual developments:
- Ifton Heath: This scheme has reached practical completion, with CDL delivering 10 open market sale properties, 10 PRS2 to Cornovii Investments (Shropshire) Ltd, and 15 affordable homes primarily sold to Connexus Housing Group.
- Ellesmere Wharf: This scheme has reached practical completion, with CDL delivering 8 open market sale properties, 9 PRS, and 6 affordable homes transferred to the local authority.
- Oaklands: This scheme has reached practical completion, with CDL delivering 10 open market sale properties, 7 PRS, and 6 affordable homes transferred to the local authority.
- London Road: CDL is on site with practical completion due in December 2025. 2 properties have been reserved as first option (buyer has property to sell), 6 properties have been fully reserved and are going through the conveyancing process, 1 help to own property has been reserved and 8 further homes are released and available for sale. 12 PRS are fully occupied, and 10 PRS are to be handed over. A further 27 affordable homes are to be sold to Shropshire Council via STAR3, legal completion is due 5th September 2025.
The report also noted that CDL is investing in local contractors and subcontractors, with the following percentages from a Shropshire postcode on current on-site schemes: The Frith 100%, Ifton Green 60%, Ellesmere Wharf 65%, The Oaklands 95%, and London Road 65% to date.
The Housing Supervisory Board was asked to receive the CDL update report and note its progress in relation to live and completed schemes.
Public Question Time
The Housing Supervisory Board was scheduled to receive any public questions or petitions, notice of which had been given in accordance with Procedure Rule 14. The deadline for submission was 12.00 pm on Friday 12th September 2025.
