Here is a summary of the information bulletin that was provided to Crawley Borough Councillors on 2 September 2025. The bulletin included updates on planning decisions, temporary traffic regulation orders, and bridge repairs. It also noted a change in the membership of the Overview and Scrutiny Commission, and reported on actions taken under delegated authority regarding a commercial waste contract and membership of the Greater Brighton Economic Board1.
Hawth Avenue Bridge Repairs and Carriageway Resurfacing
An update on the C143 1147 Hawth Avenue Bridge Repairs and Carriageway Resurfacing was included in the bulletin. The start date for the bridge repair works had been slightly delayed and were scheduled to take place from 15 September to 17 October 2025. The works were scheduled to be combined with road resurfacing in the same area and done in four stages:
- C143 Hawth Avenue, Central Crawley, 15/09/2025 to 26/09/2025, Bridge Repairs - Lane 1 closure northbound and southbound
- A2220 Haslett Ave 'Squareabout', Central Crawley, 22/09/2025 to 26/09/2025, Associated resurfacing of the A2220 Haslett Avenue East 'Squareabout' overnight between 20:00 and 06:00.
- Hawth Roundabout, Central Crawley, 29/09/2025 to 02/10/2025, Associated resurfacing of the Hawth Roundabout overnight between 20:00 and 06:00.
- C143 Hawth Avenue, Central Crawley, 29/09/2025 to 17/10/2025, Bridge Repairs - Full road closure (24 hours), between south of the A2220 Haslett Avenue East 'Squareabout' and just north of the Hawth Roundabout under a 1.7 mile /2.8km diversion.
It was noted that these combined works are weather dependant and further repairs may be identified after the works have started.
Temporary Traffic Regulation Orders
The bulletin contained documents relating to several Temporary Traffic Regulation Orders (TTROs):
- A23 Brighton Road and A264 Crawley Southwestern Bypass: Overnight road closures were scheduled on the A23 Brighton Road (Broadfield), Brighton Road (Pease Pottage) and A264 Crawley Southwestern Bypass, required to allow National Highways2 to undertake road lining on Pease Pottage Interchange Roundabout. Roads were scheduled to be closed overnight from 1-3 November and 8-10 November between 20:00-06:00.
- Broomdashers Road, Three Bridges: A temporary closure was scheduled to commence on 18th August 2025 for up to 5 days between the junctions with Punch Copse Road and St Richard Mews. The closure was required for carriageway patching works and was scheduled to be in place off peak only from 09:30 until 15:30.
- Gossops Drive, Gossops Green: A temporary closure was scheduled to commence on 19th September 2025 for up to 5 days between the junction with Bewbush Drive and the junction with Buckswood Drive. The closure was required for carriageway patching and was scheduled to be in place day-time only from 09:30 until 15:30
- Colwyn Close, Bewbush: A temporary closure was scheduled to commence on 19th September 2025 for up to 5 days between numbers 2 and 14. The closure was required for carriageway patching and was scheduled to be in place day-time only from 09:30 until 15:30.
- Balcombe Road, Turners Hill: Daytime road closures were scheduled between the junctions with Balcombe Road Roundabout and B2110 Paddockhurst Road from 6-9 October between 09:30-15:30 for Ash Dieback3 removal works.
- Radford Road, Crawley: A retrospective notice was issued for a temporary closure on Radford Road for a distance approx 100 metres. The temporary closure commenced on 15th August 2025 and was completed on 22nd September 2025. It was required for emergency gas repairs.
- Beehive Ring Road On Slip, Crawley: A temporary prohibition of use was scheduled from 23rd September 2025 to 23rd September 2025. The restriction was scheduled to be in place Off Peak Only between 09:30 and 15:30 to allow repairs to damaged fencing, railings and barriers.
- Ginhams Road, Crawley: A temporary closure was scheduled to commence on 23rd September 2025 for up to 5 days for carriageway patching. The restriction was scheduled to be in place off peak only from 09:30 until 15:30
- Rusper Road, Rusper CP: An emergency temporary closure commenced on 2nd September 2025 for a maximum of 21 days. It was anticipated that works would be completed on 4th September 2025. The road closure was required for repairs to a burst main. The restriction was scheduled to be in place 24hrs a day
Delegated Planning Decisions
The following planning decisions were issued, subject to conditions, under delegated powers for the period 25/08/2025 and 29/08/2025
- Land To the North of Fleming Way, Manor Royal: A non material amendment to approved application CR/2022/0187/FUL was permitted to amend Condition 2 (Approved Plans) and Condition 18 (Access) in regard to amended amenity area, revised access to site, amended footpath, alteration to elevation comprising alteration to canopy, curtain wall layout, altered landscape provision
- The Old Vicarage, Ifield Street, Ifield: Consent was given for tree works including:
- T1 (Yew) - Reduce height and crown radius by a maximum of 1.5 metres to nearest suitable growth points; crown lift to give 2.5 metres clearance from ground level
- T5 (Yew) - Prune branches encroaching onto house to give 2 metres clearance; crown lift to give 2.5 metres clearance over ground level
- T6 (Eucalyptus) - Reduce height by a maximum of 3 metres to remove top which is dying back, all cuts to suitably strong growth points. Remove dead/dangerous branches
- T3 (Ash) - Reduce height and crown radius by a maximum of 2 metres to nearest suitable growth points. Crown lift to give 2.5 metres clearance over ground level
- The Vicarage, Ifield Street, Ifield: No objection was raised to reduce a sycamore tree in churchyard by 2 metres on all sides
- 60 Hazelwick Road, Three Bridges: An application for partial demolition and alterations to existing rear dormer was refused.
- 20 Harper Drive, Maidenbower: A certificate of lawfulness was permitted for proposed conversion of loft including rear dormer and front rooflight
- 21 Colonsay Road, Broadfield: A certificate of lawfulness was permitted for proposed loft conversion with rear dormer, insertion of window to front elevation, demolition of existing outbuilding and erection of new outbuilding
- Bader Court, Five Acres, Northgate: An application to replace all cladded areas of the building and refurbishment of timber balconies with steel balconies was permitted.
- 2 East Park, Southgate: Prior approval was approved for change of use of commercial office floorspace (Use Class E4) situated across the first and second/attic floor levels of Buxton House to residential use falling within (Use Class C35) consisting of 4x 1b/1p apartments
- 25 Filbert Crescent, Gossops Green: Prior notification was not required for the demolition of existing single storey rear extension and erection of a single storey rear extension, which would extend beyond the rear wall of the original house by 4.80M, and have a maximum height of 2.90M and an eaves height of 2.90M
- M23 Spur Road adj to east of Peeks Brook Lane, Pound Hill: Notification under Regulation 56 was received for the proposed removal of 15m Monopole with 2.2m headframe to be replaced with 22.5m monopole including headframe. The removal of 6no.Antennas to be replaced with 3No. Antennas and any other associated ancillary works thereto. The installation of 1No. 600mm dish and 1No. 300m dish @18.5m. All existing cabinets to remain
- 44 Langley Lane, Ifield: No objection was raised to the removal of an apple tree in back garden
Other Matters
- Councillor Pritchard was scheduled to be replaced with Councillor Bushnell on the Overview and Scrutiny Commission.
- Councillor Jones, Leader of the Council, exercised his delegated authority on 28 August 2025 to approve the direct award of a waste management contract to a contractor via the ESPO framework7, covering an initial pilot phase of waste separation at two community centres.
- Councillor Jones, Leader of the Council, approved the membership of Sussex Chamber of Commerce8 on the Greater Brighton Economic Board, subject to a formal final decision by the Board.
