Here is a summary of the meeting held by the Cabinet Member for Property, Waste and Infrastructure Decisions of Surrey Council on Tuesday 23 September 2025.

The meeting addressed the future of Grafton Stables following a petition, and approved the disposal of several properties, including residential properties managed by House of Garton Residential Limited (HGR) and a property in Sunbury-on-Thames. Councillors also approved entering into an option agreement for a former playing field in Ashford.

Grafton Stables Petition Response

A petition signed by 133 people was submitted to the council urging the sale of the Grafton Stables site in Cuddington as a community asset transfer.

Councillor Natalie Bramhall, Cabinet Member for Property, Waste and Infrastructure, invited Katie MacDonald, an officer of the council, to outline the council's plans for the land. Katie MacDonald stated that the site had been transferred for operational purposes, particularly to enhance biodiversity, which is a key reporting requirement for the council in January of the following year. She added that retaining the site is important due to its residential location, and the council is exploring access options for tenants and tree safety.

The exact plan of what we will be doing on site is very much subject to operational requirements in consultation with the leader and deputy leader.

Disposal of Multiple HGR Residential Properties

Councillor Natalie Bramhall approved the sale of several residential properties managed by House of Garton Residential Limited (HGR), conditional upon the simultaneous surrender of the head lease held over the assets by HGR. The properties include:

• 2 Swanworth Cottages, Swanworth Lane, Mickleham-Dorking, RH56ES
• 38 Little Woodcote Estate, Wallington, SM60SH
• 2 Hookwood Cottages, Rygate Road, Hawley, RH60AY

The council also approved the HGR premiums for the surrender of its interest from the gross receipts, noting that there is debt aligned to these assets, with each party bearing their own costs. Authority was delegated to the Deputy Chief Executive and Executive Director of Resources (s151 Officer¹) to finalise the transactions and legal agreements, in consultation with the Director of Land and Property.

Disposal of 108 Vicarage Road, Sunbury-on-Thames

Councillor Natalie Bramhall approved the sale of 108 Vicarage Road, Sunbury-on-Thames to a buyer at an agreed price, subject to conditions outlined in a Part 2 report, including price variation mechanisms. She formally declared the asset surplus to operational requirements, in consultation with the Leader and Deputy Leader of the council. The Deputy Chief Executive and Executive Director of Resources were delegated authority to finalise the transaction and associated legal agreements, in consultation with the Director of Land and Property.

Former Landholding (Playing Field), Woodthorpe Road, Ashford, TW15 3JX

Councillor Natalie Bramhall approved the terms for the council to enter into an Option Agreement for a former playing field on Woodthorpe Road, Ashford, TW15 3JX. The Deputy Chief Executive, Executive Director of Resources and Section 151 Officer were delegated authority to finalise the transaction and legal documentation, in consultation with the Director of Land and Property.
