Here is a summary of the scheduled discussions at the Doncaster Council Planning Committee meeting on 23 September 2025. The committee was scheduled to discuss a schedule of planning applications and note appeal decisions. The Planning Committee was expected to discuss several planning applications, including a retrospective application for a motocross facility, and a number of applications to convert residential properties into children's homes or flats.
Motocross Facility in Clifton
The Planning Committee was scheduled to discuss application 24/02106/FULM, a retrospective application for a change of use of land to a motocross facility near Clifton, Rotherham. The application requests permission for associated engineering and landscaping works, alterations to the site access and siting of ancillary portable buildings and containers. The site is located off Green Balk and Ruddle Lane, Clifton, Rotherham. The applicant is Mr Ainsley Tranter of J T Motorparc Ltd. According to the amendments to planning agenda, Ms Janette Gran, Councillors Jeremy Leigh, Paul Manning and Rachel Reed, and Ms Caroline Chave were scheduled to speak about the application. A site visit was scheduled for 19 September. A late letter of support had been received from the council’s Neighbourhoods and Wellbeing Team, noting the potential for the application to be involved in the design of an outreach programme with legal off-road motorbike venues. Despite this late letter of support, there was no change to the planning officer's recommendation to refuse the application.
Residential Children's Homes
The Planning Committee was scheduled to discuss two applications to convert residential properties into residential children's homes.
High View, School Walk, Old Edlington
The Planning Committee was scheduled to discuss application 24/02284/COU for a change of use of property from a residential dwelling to a residential children's home at High View, School Walk, Old Edlington. The application includes external works to extend the existing driveway to allow sufficient parking and removal of the entrance gate and wall. The applicant is Miss Heather Turgoose of Rise Above Care Ltd. According to the pre-committee notes, Carl Nelson and Heather Turgoose were scheduled to speak in support of the application, and Councillors Joan Briggs and Anne Newbold were scheduled to speak in opposition. The applicant provided committee members with a supporting statement produced by Pegasus Group.
47 Auckland Road, Wheatley
The Planning Committee was scheduled to discuss application 25/00554/COU for a change of use from a dwelling to a residential children's home for three children at 47 Auckland Road, Wheatley. According to the amendments to planning agenda, Christie O'Connor of Everglade Care was scheduled to speak in support of the application.
Conversion of Residential Dwelling into Flats
The Planning Committee was scheduled to discuss application 25/00582/FUL for the conversion of a residential dwelling into two flats and the erection of a rear two-storey extension at 57 Acacia Road, Cantley. The applicant for this application is Mr Duhre.
Appeal Decisions
The Planning Committee was scheduled to note decisions that had been made on appeal. These included:
- An appeal against the refusal of application 24/01509/FUL for the erection of a single-storey side extension to be used as a carpet shop at Woodside, Doncaster Road, Conisbrough. The appeal was dismissed on 22 August 2025.
- An appeal against the refusal of application 24/01013/FUL for the erection of a storage building at the former sewage works, Land Ends Road, Thorne. The appeal was dismissed on 29 August 2025.
- An appeal against the refusal of application 24/01654/FUL for the change of use of a retail unit to a 12-bed HMO at 1 Church Street, Conisbrough. The appeal was allowed on 29 August 2025.
- An appeal against the refusal of application 25/00467/FUL for the change of use of land to domestic curtilage and erection of a detached garage at land opposite 59 Great North Road, Woodlands. The appeal was dismissed on 12 August 2025.
