Summary
The Wyre Borough Council Planning Committee convened to discuss several planning applications, including a new retail food store and residential extensions, as well as consider tree preservation orders. Planning Applications
The committee was scheduled to review and make decisions on two planning applications.
Land at Norcross Lane, Thornton Cleveleys
The committee was to consider an application for the erection of a new retail food store, along with associated car parking, servicing areas, landscaping, an electricity substation, and alterations to the highway, at Land at Norcross Lane.
The gross internal floor area of the building was listed as 1,997 square metres, with a net sales area of 1,465 square metres. The car park was planned to contain 145 spaces. The building was to be single storey with a flat roof and an entrance feature on the southern elevation. The service, plant, and refuse area was planned for the east of the building, with landscaping to the south, west, and northern boundaries.
The application was brought before the committee at the request of a Councillor Vincent, citing concerns relating to drainage.
The report pack noted that the site is located within the settlement boundary for Thornton-Cleveleys, though immediately to the south and east is land designated as Green Belt within the Wyre Local Plan 2011-2031. The site also forms part of WLP allocation SA1/9, which is allocated for housing.
The report pack included a recommendation to permit the application, subject to conditions and a Section 106 legal agreement1 to secure financial contributions towards travel planning and to appropriately secure biodiversity net gain2. The report pack stated that if a satisfactory Section 106 agreement was not concluded by 1 November 2025, authority could be delegated to the Assistant Director of Planning and Building Control to refuse planning permission.
95 West Drive, Thornton Cleveleys
The committee was to discuss an application concerning 95 West Drive, for the extension of an existing first-floor rear extension, the formation of a rear-facing balcony over part of an existing single-storey rear extension, and alterations to an existing rear-facing dormer.
The application was brought before the committee at the request of Councillor Richard Rendell, over concerns relating to the impacts arising from the proposal on residential amenity.
The report pack included a recommendation to permit the application, subject to conditions.
Tree Preservation Orders
The committee was also scheduled to discuss two tree preservation orders.

The committee was to consider an objection to the making of the Wyre Council Tree Preservation Order No 3 of 2025 for land adjacent Garstang Road and Rising End, Bowgreave.

The committee was scheduled to note the schedule of appeals lodged and decided between 15 August 2025 to 15 September 2025. The schedule attached to the report pack indicated that there were no appeals lodged or decided within this period.
