The Health and Care Integration and Performance Scrutiny Panel are scheduled to meet to discuss the Humber and North Yorkshire Integrated Care Board Blueprint, and the NHS's 'Fit for the Future' plan. The panel will also review the minutes from their meetings held on 24 June 2025 and 29 July 2025.
NHS Plans
The panel is scheduled to discuss two NHS plans:
- The Humber and North Yorkshire Integrated Care Board Blueprint
- Fit for the Future: the Ten Year Health Plan for England
The 'Fit for the Future' plan is available to view on the NHS England website.
Humber and North Yorkshire Integrated Care Board
Integrated Care Boards1 (ICBs) are statutory bodies that bring together NHS organisations and local authorities to plan and deliver joined up health and care services to improve the lives of people in their area.
The Humber and North Yorkshire Integrated Care Board (ICB) is responsible for the planning and allocation of NHS resources across the region. The blueprint is likely to outline the ICB's strategic priorities and how it intends to achieve them.
Fit for the Future
'Fit for the Future' is the name often used to refer to the NHS Long Term Plan, published in 2019. It sets out the NHS's priorities for the next decade, including:
- Improving out-of-hospital care
- Reducing health inequalities
- Making better use of technology
The panel is scheduled to discuss a brief overview of the plan and its local implications.

The panel is scheduled to approve the minutes from their meetings on 24 June 2025 and 29 July 2025.
4 June 2025 meeting
At the meeting on 24 June 2025, Victoria Lawrence, Director: Adults & Health, and Jo Johnson, Assistant Director: Safeguarding & Assurance, gave a presentation on adult social care and wellbeing.
The panel also discussed the Rotherham, Doncaster & South Humber NHS Mental Health Trust Quality Account 2024/25, and agreed to submit a response to the trust.
29 July 2025 meeting
At the meeting on 29 July 2025, Diane Lee, Director of Public Health, gave a presentation on the work of the public health team. The presentation covered:
- The role and purpose of public health
- Health inequalities and the Marmot Principles2
- The Public Health team and locally provided services
- Data and intelligence
- Finance

Integrated Care Systems (ICS) are partnerships between the organisations that meet health and care needs across an area, to coordinate services and to plan in a way that improves population health and reduces inequalities between different groups. Integrated Care Boards (ICBs) are statutory bodies that form part of Integrated Care Systems (ICS). ↩

The Marmot Principles are a set of evidence-based strategies for reducing health inequalities, based on the work of Sir Michael Marmot. They include giving every child the best start in life, enabling all children, young people and adults to maximise their capabilities and have control over their lives, creating fair employment and good work for all, ensuring a healthy standard of living for all, and creating and developing healthy and sustainable places and communities. ↩
