Summary
The Health and Wellbeing Board are scheduled to meet to discuss and note a number of reports and strategies, including the draft Joint Health and Wellbeing Strategy, the Pharmaceutical Needs Assessment, and the Domestic Abuse Strategy and Annual Report. The board will also receive verbal updates on Neighbourhood Health Planning and the Integrated Care Board.
Joint Health and Wellbeing Strategy
The board is scheduled to approve the draft Joint Health and Wellbeing Strategy, ahead of a public consultation and publication in January. The strategy is expected to focus on key areas including:
- Best Start in Life
- Living Well
- Healthy Ageing
- Healthy Place

Domestic Abuse Strategy and Annual Report
The Health and Wellbeing Board are scheduled to note the Domestic Abuse Strategy and Annual Report. The RBWM Domestic Abuse Annual Report 2024/25 provides an overview of domestic abuse related activity in the Royal Borough of Windsor and Maidenhead (RBWM) from April 2024 to March 2025.
The report highlights that domestic abuse remains a significant public health, safeguarding and criminal justice concern. It affects individuals, families and communities across all ages, genders and backgrounds, contributing to poor physical and mental health, homelessness, substance misuse, disrupted education and work, as well as increased risk to children and adults.
The report measures progress against the RBWM Domestic Abuse Strategy 2024-27, including duties under the Domestic Abuse Act 2021.
The report also provides data from Thames Valley Police (TVP) which shows that domestic abuse reporting has remained relatively stable with a slight increase (1.3%) in the total number of occurrences over the three years, indicating growing demand for support services and the importance of continued early intervention and partnership working.
The Multi-Agency Risk Assessment Conference (MARAC) remains a key element of RBWM's coordinated response to high-risk domestic abuse. However, over the past four years, there has been a consistent decline in the number of cases discussed.
The Dash (Domestic Abuse Stops Here) Charity continues to deliver the commissioned specialist domestic abuse service in RBWM, providing adult Independent Domestic Violence Advisor (IDVA) support for high risk victims, adult Outreach support for standard to medium risk victims, a Children and Young People's restorative programme, and Safe Accommodation Outreach support.
Achieving for Children (AfC), on behalf of The Royal Borough of Windsor and Maidenhead (RBWM), continues to deliver targeted domestic abuse support through two specialist roles embedded within children's services.
The report also provides information on other support for adult victims, children and young people, including:
- The Freedom Programme
- Sanctuary Scheme
- Domestic Violence Disclosure Scheme (DVDS), also known as Clare's Law
- Workplace domestic abuse policy
- BREATHE
- SAFE!
- Operation Encompass
In addition to the 1:1 work offered through AfC, there are various other interventions to target perpetrators of domestic abuse, including:
- MATAC (Multi Agency Tasking & Coordination)
- The DRIVE project
- Conditional Cautioning
- COBI (Compulsive, Obsessive Behaviour Intervention)
- Domestic Violence Protection Notices and Orders (DVPN/Os)
Pharmaceutical Needs Assessment
The committee is scheduled to receive consultation feedback, and to note the updated Pharmaceutical Needs Assessment (PNA). The new PNA is due to be published in October 2025.
Neighbourhood Health Planning
The committee is scheduled to note the Neighbourhood Health Plan in advance of upcoming National guidance. Sara Blackmore, Director of Public Health, and Martha Earley, Associate Director of Places and Communities, Bracknell Forest, Royal Borough of Windsor and Maidenhead and Slough NHS Frimley, are expected to provide a verbal report on this item.
Integrated Care Board Update
Huw Thomas, Clinical Lead RBWM NHS Frimley ICB, is scheduled to provide the committee with a verbal update on the Integrated Care Board1.
Future Meeting Dates and Forward Plan
The draft forward plan for the Board has been attached to the agenda, highlighting items which will considered in the new year. The next Board Meeting Date is scheduled for Monday 19th January 2026.
