The Place Overview and Scrutiny Panel are scheduled to meet to discuss the draft Environment and Climate Strategy 2026-2035, and a draft Parking Supplementary Planning Document (SPD) intended to provide guidance on parking provision for new developments in the borough. The Panel will also look at their work programme.
Environment and Climate Strategy 2026-2035
The Place Overview and Scrutiny Panel are scheduled to discuss the first draft of the refreshed Environment and Climate Strategy, which is intended to cover the next 10 years. The document pack includes a foreword from Councillor Karen Davies and Councillor Simon Werner, who state:
In 2019, the Royal Borough of Windsor and Maidenhead (RBWM) declared a climate emergency. This was a recognition that climate change is not just a future problem, it's happening now, and it's already affecting our lives, our environment, and our economy.
The foreword also mentions that 2024 was the hottest year ever recorded, with global temperatures reaching 1.55°C above pre-industrial levels.
The draft strategy sets out five strategic priorities:
- Energy
- Transport
- Natural Environment
- Waste
- Governance, Finance and Risk
The report pack states that these priorities are based on national guidance, feedback from community groups, and resident feedback. The strategy also incorporates two 'golden threads': Climate Adaptation and Health & Wellbeing.
The report pack states that since the launch of the 2020 Environment and Climate Strategy, borough-wide emissions dropped by 24.4% between 2018 and 2023, and emissions from council-owned properties dropped by 33.4% over the same period. It also mentions some achievements including:
- An increase in the recycling rate to 47.1%.
- Securing over £9 million in funding to improve energy efficiency in schools and council buildings.
- Planting more than 30,000 trees and rewilding areas within Ockwells Park and Battlemead Common.
- Improving walking and cycling routes, launching a School Street1, and supporting active travel in town centres.
- Securing nearly £1 million to roll out electric vehicle charge points, with a target of 75 new charge points each year.
Parking Supplementary Planning Document
The Place Overview and Scrutiny Panel are scheduled to discuss a draft Parking Supplementary Planning Document (SPD). The report pack states that the draft SPD will provide detailed advice and guidance on the implementation of Local Plan policies by providing guidance on parking provision and design for new developments in the Borough. The report pack also states that the SPD will help the council to support the vision of a cleaner, greener, safer and more prosperous borough as detailed in the Council Plan 2024-2028.
The report pack states that the Parking Standards in the Borough will be divided into four zones which reflect each zone's accessibility and connectedness to the strategic transport network and public transport. The report pack also states that the standards are not expressed as minimum or maximum standards, and would be applied flexibly in order to consider local circumstances.
