Summary

Councillor Dan Levy, Cabinet Member for Finance, Property and Transformation, approved the sealing of a funding agreement for the expansion of Heyford Park School. The meeting also covered declarations of interest.

Expansion of Heyford Park School

Councillor Dan Levy approved the sealing of a funding agreement between Oxfordshire Council and Eynsham Partnership Academy (EPA) for over £1 million. This will facilitate the expansion of Heyford Park School from a 2 form entry (2FE) to a 3 form entry (3FE) school1 to meet the increasing demand for pupil places.

The expansion project, managed by EPA, is scheduled for completion in the summer of 2027 and will be carried out in two phases:

  • Phase 1: Construction of a 4-classroom teaching block and support spaces at the Specialist Campus site, along with internal reconfiguration to create a dedicated 2FE primary school site.

  • Phase 2: Reconfiguration of the Officers Mess accommodation for the secondary school expansion by 1FE, providing general teaching and specialist subject classrooms, including dedicated art and design technology (DT) classrooms, an information and communications technology (ICT) suite, and a specialist food technology suite.

The report by the Director of Property and Assets noted that the full business case was approved in September 2025 with a total capital budget of £6.383 million. A value engineering (VE) exercise2 was undertaken to minimise the increase in costs, with any uplift in funding required being met from Section 106 (S106) contributions3.

The council has a statutory duty under section 14(1) of the Education Act 1996 to secure additional school places for children within the county. The funding arrangement with Eynsham Partnership Academy will enable the council to fulfil this statutory function.

The new building element has been designed to meet the LETI Climate Emergency Design Guide4, achieving greater than a 25% improvement in carbon emission over the building regulations and a 25% improvement over the target energy use. Design features include an energy-efficient building form, enhanced air tightness, air source heat pump for heating and water, LED lighting, and photovoltaic panels for on-site renewable electrical energy.

Declarations of Interest

Councillors are required to declare any disclosable pecuniary interests or other registrable interests when a relevant item is being considered. This ensures transparency and helps to avoid any potential conflicts of interest.

  1. A 'form entry' refers to the number of classes or streams in a year group. A 2FE school has two classes per year group, while a 3FE school has three.

  2. Value engineering is a systematic method to improve the value of goods or products and services by using an examination of function. Value, as defined, is the ratio of function to cost.

  3. Section 106 agreements are legal agreements between local authorities and developers; these are used to mitigate the impact of new developments on the community and infrastructure.

  4. The LETI Climate Emergency Design Guide provides practical guidance for designing buildings that meet net-zero carbon targets.
