The Cotswold Council Planning and Licensing Committee are scheduled to meet to discuss a number of planning applications, including a large housing development, a single self-build dwelling, and a tree preservation order. Councillor Andrew Maclean is also scheduled to ask Councillor Dilys Neill, Chair of Planning and Licensing Committee, a question regarding a planning application that was approved via delegated responsibility rather than being brought before the committee.
Land East Of Cotswold Business Village
The committee are scheduled to consider an outline application for up to 195 dwellings on land east of Cotswold Business Village. The case officer, Martin Perks, is recommending that the application be refused. Councillor Angus Jenkinson is the ward member1 for the area.
The application is an outline application2, meaning that it seeks approval for the general principles of the development, such as the layout and access, rather than the detailed design.
The illustrative masterplan included in the application pack shows a layout with a central green space, and a mix of detached, semi-detached, and terraced houses. The proposed site access junction would be off the London Road.

Councillor Andrew Maclean is scheduled to ask Councillor Dilys Neill, Chair of Planning and Licensing Committee, about the decision-making process behind the approval of application 25/01431/FUL via delegated responsibility.
Councillor Maclean states that he believes the process followed shows:
a complete contempt for the democratic process, for this committee and the amount of time that myself and my fellow councillors give to supporting the planning process in this district.
Land At Ethans Orchard
The committee are scheduled to consider an application for Permission in Principle3 for the erection of one self-build dwelling on land at Ethans Orchard. The case officer, Amy Hill, is recommending that permission be granted. Councillor Paul Hodgkinson is the ward member for the area.
Abbey Grounds
The committee are scheduled to discuss a proposal to reduce and thin a London Plane tree (T32) in Abbey Grounds. The proposal is to reduce the tree back to previous pruning points and crown thin it by 10%, and to repeat this every three years. The case officer, Jordan Hawes, is recommending that permission be granted. Councillor Mark Harris is the ward member for the area.
Tree Preservation Order - Mill Close, Blockley
The committee are scheduled to consider a Tree Preservation Order (TPO)[^5] made on trees at 5 Mill Close, Blockley. The committee will determine whether the TPO should be confirmed, confirmed subject to modification, or not confirmed.
