The Performance Monitoring Panel of South Holland Council met on Wednesday, 15 October 2025, to review the council's performance and operational plans. Key discussions were scheduled to cover the Q1 performance report for 2025-26, the approach to budget preparation for 2026/27, and updates on crime and disorder initiatives. The panel was also set to receive reports on the community lottery scheme, housing stock condition, and tenant satisfaction.
Q1 Performance Report 2025-26
The panel was scheduled to receive an update on the council's performance for the first quarter of the financial year, from April 1st to June 30th, 2025. The report, authored by Corey Gooch, Business Intelligence and Change Manager, was intended to provide an overview of how the council was performing against its key performance indicators (KPIs). The report highlighted that 83% of the council's performance metrics were on track or exceeding targets, with 7% slightly below target and 7% significantly under target. Specific areas of underperformance noted included the percentage of household waste collected for recycling and composting, which had dropped to 24.80% against a target of 45%, and the percentage of corporate complaints responded to within set timescales, which was 85.00% against a target of 95%. The contamination rate for recycling was also above target at 22.22%.
Budget Preparation 2026/27 - Approach & Process
Brendan Arnold, Interim Director of Finance and Section 151 Officer, was scheduled to brief the panel on the proposed approach and process for preparing the 2026/27 budget. The report aimed to ensure the committee received a thorough briefing on the system the council intended to use, allowing them to ask questions and gain assurance on the arrangements. The report identified key risks and issues with the existing process, including insufficient time for report preparation, inaccurate financial information, and a lack of a pre-agreed plan to balance corporate budgets. The proposed new system aims to be more detailed, thorough, and forward-planned, with enhanced consultation arrangements.
Crime and Disorder Report
Emily Spicer, Assistant Director – Communities & Housing Services, was due to present an update on community safety partnership work at both local and county levels. The report, authored by Sarah Cocker, Safer Communities Officer, was intended to provide an overview of the work undertaken by the South & East Lincolnshire Community Safety Partnership (SELCSP) and the Safer Lincolnshire Partnership (SLP). It was also to include summary data on anti-social behaviour (ASB) enforcement activity in South Holland, including information on the Public Spaces Protection Order (PSPO) and the Noxious Odours procedure. The report highlighted that over 5,400 incidents of ASB were reported to Lincolnshire Police across the partnership area in 2023-24.
South and East Lincolnshire Council's Community Lottery Scheme
Nichola Holderness, Group Manager for Community Leadership, was scheduled to provide an overview of the South and East Lincolnshire Council's Community Lottery Scheme. Launched in November 2022, the scheme had raised £91,485 by the time of the report and was supporting 98 local community groups. The report aimed to demonstrate how the scheme was delivering financial support in line with its original objectives. For every £1 ticket purchased, 60% goes to local good causes, 20% to prize money, and 20% to the External Management Lottery (ELM) company.
Housing Stock Condition Survey
Christian Mycock, Housing Property and Repairs Manager, was to report on the updated findings of housing stock condition surveys. The report aimed to provide members with an update on the progress of the survey and an overview of the findings to date. The survey, which included a full decent home survey, an assessment against the Housing Health and Safety Rating System (HHSRS), and energy assessments, had achieved an 80.57% completion rate at the time of the report. The report also detailed findings on damp, condensation, and mould, noting that 694 cases had been identified, with 538 already remedied. Energy performance ratings were also to be discussed, with 42.12% of properties achieving an EPC rating of C or above.
Further Understanding of Tenant Dissatisfaction Areas from the 2024/25 Tenant Satisfaction Survey
James Ward, Housing Insights & Improvement Lead, was scheduled to provide further insight into the reasons for tenant dissatisfaction identified in the 2024/25 Tenant Satisfaction Measures (TSM) Survey. The report noted that overall tenant satisfaction had improved or remained consistent compared to the previous year, with SHDC performing better than the national benchmark across most indicators. However, key areas of dissatisfaction were identified as repairs, property maintenance, and communication. The report also highlighted a reporting correction for the KPI 'RP01 – % of homes that meet the decent homes Standard', showing an improved year-end figure of 0.3% non-decent properties.
Overview and Scrutiny Annual Report 2024/2025
Andrea Tait, Democratic Services Officer, was to present the Overview and Scrutiny Annual Report 2024/2025 for noting before its presentation to the full Council. The report provided an overview of the work undertaken by the Performance Monitoring Panel, Policy Development Panel, and joint scrutiny activities across the South and East Lincolnshire Councils Partnership (S&ELCP) during the 2024/2025 municipal year. It also outlined future scrutiny topics.
Performance Monitoring Panel Work Programme
Andrea Tait was also scheduled to present the Work Programme of the Performance Monitoring Panel. This report aimed to allow the panel to monitor its progress and identify any additional items for inclusion in its future schedule. Appendix 1 detailed proposed items for consideration at future meetings, including the Q1 Performance Report, Crime and Disorder Partnership Update, Housing Stock Condition Survey Update, and the Community Lottery update. Appendix 2 outlined current and ongoing task group activities.
