The Joint Transportation Board is scheduled to meet on Tuesday 21 October 2025 to discuss active travel initiatives, highway maintenance programmes, and various infrastructure updates. The board will also note updates on previous decisions and consider the date for the next meeting.
Active Travel Initiatives
The board is scheduled to discuss updates to Kent County Council's (KCC) Active Travel Agenda for Canterbury. This includes updates on the Local Cycling & Walking Infrastructure Plan (LCWIP) and KCC's Kent Cycling and Cycling Infrastructure Plan (KCWIP).
The report pack includes information about several Active Travel England (ATE) funded schemes:
- Burgate to Littlebourne Road: Improvements to walking, wheeling and cycling are nearing completion, with alterations expected in the first half of 2025. A Stage 3 Road Safety Audit has been conducted to identify areas for improvement.
- Herne Bay Station to Central Parade: This scheme, which is now complete, provides a cycle route between the railway station and the seafront, and includes a new 20mph speed limit.
- Whitstable Crab and Winkle cycle extension: This project aims to extend the Crab and Winkle Way cycle and walking route northwards towards the harbour. Before construction funding is requested, Canterbury City Council needs to confirm they will take responsibility for the maintenance of the off-highway element.
- Riverside cycle route: Parham Road to Vauxhall Road: This scheme proposes to extend the riverside path for walking and cycling eastwards to Vauxhall Road. The design includes a shared walking and cycle path and a new pedestrian/cycle bridge over the River Stour.
- Braggs Lane to New Road cycle route, Herne Bay: This route would connect Bullockstone Road to the south of Herne via Braggs Lane and existing footpaths through the Blean Woods to the existing Crab and Winkle cycle path at Blean.
The report pack also mentions Active Travel Fund (ATF) schemes:
- Sturry Road cycle phase: Investigations are scheduled to assess the benefits of adding a cycle phase within the existing signals near Barton Mill Road.
- Kingsmead Road controlled crossing: Detailed designs are progressing to replace the existing central refuge island adjacent to the Leisure Centre with a formal controlled pedestrian crossing facility.
- Littlebourne 20mph limit: Following a formal consultation, KCC has recently completed the implementation of a 20mph speed limit on the roads in Littlebourne at the request of Littlebourne Parish Council.
- Island Road, Sturry zebra crossing: Due to the narrow carriageway and footways, a crossing at this location is not possible. KCC will be liaising with Active Travel England to determine whether the funds can be moved to another scheme.
The report pack notes that KCC was awarded £4,453,591 of capital funding in July 2025 and £1,304,625 of revenue funding in March 2025 from the Consolidated Active Travel Fund (CATF). KCC is working with the districts and boroughs in Kent to establish priorities and confirm resources available to utilise this revenue fund.
Highway Works Programme
The board is scheduled to receive an update on the Highway Works Programme for 2024/25 and 2025/26. The programme includes various schemes such as:

The report pack contains appendices with details of specific projects.
Appendix A lists Road, Footway and Cycleway Renewal and Preservation Schemes, including machine resurfacing, footway improvements and surface treatments. For example, machine resurfacing is currently proposed for the financial year 2026/27 for the A28 Pin Hill and Rhodus Town from Watling Street Roundabout and Wincheap Roundabout in both directions.
Appendix B lists Drainage Repairs & Improvements, such as gully replacements on Island Road in Sturry, which are programmed for 20 October 2025.
Appendix C lists Street Lighting Column Replacements. For example, on St Dunstan's Street in Canterbury, the replacement of a signpost complete with LED Lantern (FSHJ501) is awaiting road space and requires out of hours working.
Appendix D lists Transportation and Safety Schemes, including casualty reduction measures and externally funded schemes. For example, design is complete for the mini roundabout junction realignment and signing at North Lane in Canterbury, but the works need to happen after some external works.
Appendix E lists Developer Funded Works, such as the new access arrangements on Thanet Way A2990 in Whitstable, including signals adjacent to 'The Oaze' residential development.
Appendix F lists Bridge Works, such as the bearing replacement for the Golden Hill Overbridge (9010) on the Thanet Way A2990 in Whitstable.
Appendix G lists Traffic Systems, such as the refurbishment of the existing traffic signal-controlled crossing and conversion to near-sided pedestrian facilities on the A2990 Old Thanet Way near Eddington Way in Herne Bay (06/0959), which is programmed for September 2025.
Appendix H notes that there are no projects of this type to report for the Combined Members Grant programme update for the Canterbury City Council.
Appendix I lists the Road Marking Renewal Programme, such as the A28 Island Road from Babs Oak Road to Sarre Roundabout, which is substantially complete.

The report pack includes updates on previous decisions, such as the TRO Closure of Pound Lane, which will be implemented with the repaving scheme in the Westgate Towers area, and the Gas Street Parking TRO, where the works requiring the amendment to the parking are scheduled to start in September 2025 and run until Spring 2026.
