As a member of the Resources Team, to support the Strategic Director of Resources in working with Members and officers to develop the vision and values for Waltham Forest Council and to be responsible for the delivery of that vision through sound financial management in the Council's transformation programmes.

The Corporate Director of Financial Sustainability will be expected to:

  • Advise elected members on Medium Term Financial Planning / Strategy, Revenue Budgeting, Capital Strategy and Major Projects.
  • Manage the Head of Transformation Finance and Financial analysts, including performance management.
  • Ensure relevant financial systems are in place with effective internal controls.
  • Deputise for Corporate Director of Financial Services in respect to deputy section 151 duties1 as and when necessary.
  • Contribute to management of all aspects of the Directorate.
  • Coordinate the monitoring of the Council's Revenue and Capital Budget transformation programme.
  • Prepare the Medium Term Financial Strategy, Annual Revenue Budget, and statutory financial returns to government, funding bodies, and the Audit Commission with regard to transformation and savings programmes.
  • Identify and evaluate opportunities for service projects to secure better outcomes for the citizens of Waltham Forest whilst ensuring Value for Money.
  • Co-Lead the Council's work to ensure Value for Money and to work with other Finance Directorate and Performance staff to ensure financial systems and processes support the achievement of excellent outcomes for governance and managing resources.

The report noted that financial provision for this post exists within the Council budget.
