Summary

Open Council Network is an independent organisation. We report on Haringey and are not the council. About us

The Planning Sub Committee of Haringey Council was scheduled to discuss several significant planning applications and updates at its meeting on Thursday 06 November 2025. Key items included proposals for new council homes, the redevelopment of almshouses, and pre-application advice for a large-scale residential and workspace development. The committee also received an update on major proposals and a list of applications determined under delegated powers.

Redevelopment of Car Wash Site for Council Homes

A significant portion of the meeting was dedicated to the proposed redevelopment of a former car wash site at 505-511 Archway Road, Hornsey, London, N6 4HX. The proposal included the demolition of the existing structure to provide 16 new council homes. This development would comprise a four-storey building fronting Archway Road and two two-storey houses fronting Bakers Lane, along with associated refuse and recycling stores, cycle stores, service space, amenity space, and landscaping. The report highlighted that the scheme was considered sustainable development on previously developed land, delivering much-needed affordable homes. It was noted that the design aimed to respond well to the surrounding urban grain and heritage context, with considerations for the Highgate Conservation Area. The report also detailed the proposed housing mix, which included flats and houses, and outlined measures for car-free development with accessible parking. Discussions were scheduled to cover the impact on daylight and sunlight for neighbouring properties, traffic and parking arrangements, and sustainability measures, including a 77% reduction in CO₂ emissions. The report recommended granting planning permission subject to conditions and a legal agreement.

Redevelopment of Edmansons Close Almshouses

The committee was also scheduled to consider two applications concerning Edmansons Close, Bruce Grove, London, N17 6XD. These comprised a full planning application and a listed building consent application for the demolition of existing laundry and 1970s infill buildings. The proposal involved alterations and extensions to 44 existing almshouses to create 8 one-bedroom, 12 two-bedroom, and 6 three-bedroom homes. Additionally, it included alterations to the existing Gatehouse to provide one two-bedroom home, the construction of a new three-bedroom home to replace the 1970s infill building, and the erection of a new apartment building with seven studio homes and nine one-bedroom homes. Four new two-bedroom homes were also planned within two new pavilions. The report indicated that while no affordable homes could be viably delivered within this scheme due to the costs associated with refurbishing the Grade II listed buildings, the project would contribute to the borough's housing stock and targets. The design was noted to respond appropriately to the local context, and the refurbishment of the Grade II listed chapel was welcomed. The proposal was considered to cause less than substantial harm to the conservation area, which would be outweighed by public benefits. The development was planned to be car-free, with five on-street blue badge parking spaces provided, and would include sustainable transport initiatives.

Pre-Application Briefing: Mallard Place Development

A pre-application briefing was scheduled for the proposed redevelopment of Mallard Place, Coburg Road, Wood Green N22 6TS. This presentation was to allow committee members to view the proposals before a formal planning application submission. The scheme envisioned the erection of a 22-storey building with an eight-storey wing, and a 14-storey building with a six-storey wing, to provide 150 social rent dwellings. It also included 539 square metres of affordable workspace on the ground and first floors, along with landscaped public realm. The site is located within an Opportunity Area and a Growth Area, designated for employment-led mixed-use development. The pre-application proposal was broadly supported in principle by the GLA and had undergone review by the Quality Review Panel, which offered warm support while suggesting areas for improvement, including the massing of the tallest tower and the design of the colonnade.

Update on Major Proposals and Delegated Decisions

The committee was also to receive an update on major proposals currently in the planning pipeline. This included information on applications recently approved, those awaiting decision notices, applications submitted and awaiting determination, and proposals being discussed at the pre-application stage. A list of applications determined under delegated powers between 01 September 2025 and 30 September 2025 was also to be presented for noting. This list detailed numerous householder planning permissions, lawful development certificates, and some full planning permissions and listed building consent applications that had been decided by officers under delegated authority.

The meeting was scheduled to take place at George Meehan House, 294 High Road, Wood Green, London, N22 8JZ. Information regarding filming at meetings was also provided, noting that attendees consent to being filmed by entering the meeting room. The committee would also be reminded of the council's Planning Protocol 2017.
